中缅边境地区缅籍学生跨境入学现象研究——基于云南省德宏傣族景颇族自治州的调查

【摘要】:在中缅边境地区,越来越多的缅甸适龄儿童自发跨越中缅边界,进入我国云南边境沿线学校就读。这些缅籍学生以缅北边民为主,大多为同根同源的跨境民族;他们多集中在义务教育阶段学校,尤其是国门小学就读。缅籍学生跨境入学的原因既源于中国相对优惠的边境教育政策的吸引,更是源于跨境民族地区独特的地缘文化因素的影响,以及中国经济高速发展对缅籍学生未来就业的驱动。目前,缅籍学生跨境入学普遍面临着入学机会紧缺、管理无章可循以及升学渠道不畅等问题。我国需要从"一带一路"倡议的高度,采取多种措施妥善处理缅籍学生跨境入学问题。
[Abstract]:In the Sino-Myanmar border area, more and more Myanmar children of appropriate age spontaneously cross the border and enter schools along the border with Yunnan. Most of these students are borderland people in the north of Myanmar, most of them are cross-border ethnic groups of the same origin, and most of them are concentrated in the compulsory education stage, especially in the elementary school of Guomen. The reason for the cross-border enrollment of Myanmar students is not only from the attraction of China's relatively preferential border education policy, but also from the influence of unique geopolitical factors in cross-border ethnic areas, as well as the driving force of China's rapid economic development on the employment of Myanmar students in the future. At present, the cross-border enrollment of Myanmar students is faced with many problems, such as the shortage of entrance opportunities, the lack of management rules and the lack of access to higher education. China needs to take a variety of measures to properly deal with the cross-border admission of Myanmar students from the perspective of the "Belt and Road" initiative.
