推动我国环保标准“走出去”的思考与建议——以火电行业为例

【摘要】：环保标准问题是外媒借以炒作"中国环境威胁论"的重要标靶。中国海外投资经常被指责采用低环保标准,加重发展中国家污染问题。但相关研究表明,在部分"一带一路"产能合作的重点行业,中国的污染物排放标准已处于国际上较为严格的排放控制水平。本文以火电行业为例,通过对比中国与美国、欧盟燃煤电厂的烟尘、SO2、NOx三项大气污染物排放标准发现,中国现行燃煤电厂排放标准已达到世界领先水平,实施超低排放标准后三项主要污染物排放限值严于美国和欧盟标准。为主动营造绿色"一带一路"的国际舆论环境,有效防范"一带一路"建设中的环境风险,切实发挥环境保护对"一带一路"建设的服务支撑作用,亟需加快中国领先环保标准"走出去"步伐,引领绿色国际标准。
[Abstract]:The issue of environmental protection standards is an important target for foreign media to hype the "China environmental threat theory". Chinese investment abroad is often accused of using low environmental standards to exacerbate pollution problems in developing countries. However, relevant studies show that China's pollutant emission standards are already in the more stringent international emission control level in some key industries where "Belt and Road" capacity cooperation is concerned. Taking the thermal power industry as an example, by comparing the emission standards of soot and so _ 2 and no _ x from coal-fired power plants in China, the United States and the European Union, it is found that the current emission standards of coal-fired power plants in China have reached the leading level in the world. The emission limits for the three major pollutants are stricter than those for the United States and the European Union after the implementation of ultra low emission standards. In order to create a green "Belt and Road" international public opinion environment, effectively prevent the environmental risks in the construction of "Belt and Road", and give full play to the supporting role of environmental protection to the construction of "Belt and Road", Urgent need to speed up China's leading environmental standards "go out" pace, leading the green international standards.
