“一带一路”时代战略与国家宏观战略内涵的解读

【摘要】：文章认为,丝绸之路经济带兴起是21世纪"世界性大事件",具有重要的时代战略内涵:(1)时代空间新拓展:从海洋文明时代向大陆文明复兴的时代转型;(2)从海洋到大陆,开启环绕全球的360度的全球贸易新时代;(3)丝绸之路经济带将成为世界经济发展的成本洼地、动力源地;(4)丝绸之路经济带兴起,将给世界带来新经济发展模式。文章进一步解读了丝绸之路经济带的国家宏观战略内涵:(1)丝绸之路经济带是中国从学习跟从战略转向自主引领战略转换的新空间;(2)丝绸之路经济带是中国实施立体对外开放改革、文化柔性外交战略实验基地;(3)丝绸之路经济带是中国生态产业、新兴产业、升级产业、传统民族产业融合创新高地;(4)丝绸之路经济带是中国生态文明导航、文化引领与自主创新综合发展最优的西部发展新模式的探索区。
[Abstract]:The article holds that the rise of the Silk Road economic belt is a "world event" in the 21st century, which has important strategic implications of the times: (1) the new expansion of the space of the times: the transition from the era of marine civilization to the revival of continental civilization; (2) the transition from the sea to the mainland, The Silk Road economic belt will become the cost depression and power source of world economic development, and (4) the rise of Silk Road economic belt will bring the new economic development model to the world. The article further interprets the connotation of the national macro strategy of the Silk Road Economic Belt: (1) the Silk Road Economic Belt is a new space for China to change from learning to following the strategy to lead the strategic transition independently; (2) the Silk Road Economic Belt is the implementation of the Silk Road Economic Belt in China. The reform of opening to the outside world, (3) Silk Road Economic Belt is China's ecological industry, emerging industry, upgrading industry, traditional national industry integration and innovation highland; (4) Silk Road Economic Belt is the navigation of Chinese ecological civilization. The exploration area of the new mode of western development, which is the best comprehensive development of culture leading and independent innovation.
