“一带一路”战略政府引导与市场配置路径选择研究

【摘要】：基于TTIP、TPP等贸易组织冲击和我国当前经济面临"三期叠加","一带一路"战略实施带来四方面积极意义。"一带一路"战略实施路径选择以政府引导和市场配置相结合,合理确立政府和市场配置范围。政府引导范围界定在政策扶持、载体平台构建和准公益性项目等三个方面。市场配置范围界定在沿线国家投资贸易、要素流动转型和产业链整合等三个方面。沿线国家投资贸易便利化确保市场主体自发配置,要素流动转型遵循"差序增长极律"和"增长决堤律",产业链整合提升产业价值链错位升级。提出政府扶持由投资导向转移到升级导向、政府与市场协调发展等四个方面建议。
[Abstract]:Based on the impact of TTIP,TPP and other trade organizations and the "three phases superposition" of China's current economy, the implementation of "Belt and Road Initiative" strategy brings four positive meanings. The implementation path choice of "Belt and Road Initiative" strategy is based on the combination of government guidance and market allocation to reasonably establish the scope of government and market allocation. The scope of government guidance is defined in three aspects: policy support, carrier platform construction and quasi-public welfare projects. The scope of market allocation is defined in three aspects: investment and trade, factor flow transformation and industrial chain integration. The investment and trade facilitation of the countries along the route ensures the spontaneous allocation of the main body of the market, the transformation of factor flow follows the "law of differential order growth pole" and "the law of growth breakwater", and the integration of industrial chain promotes the dislocation and upgrading of industrial value chain. Four suggestions are put forward, such as the transfer of government support from investment orientation to upgrading orientation, and the coordinated development of government and market.
