【摘要】： 张鹏翮(1649—1725),是清康熙朝一位以实干著称的汉人大臣。他因清正廉洁,勤政爱民而得到圣祖的重用和提拔。张鹏翮为官五十余年,其中三十五年在地方任职,有着丰富的地方从政经验。他“于河工最著声绩”,自康熙三十九年至康熙四十七年任河道总督期间,他勤奋钻研治河理论,在继承前人治河经验的基础上,又根据实际情况,进行了大规模地治理黄、淮、运河工程,为治理河道作出了重大贡献。他工诗善画,其诗题材广泛,体裁多样,一生著述颇丰。张鹏翮所处的时期正是清圣祖励精图治,孜孜以求,清朝由统一走向繁盛的关键时期。通过全面地、深入考察张鹏翮一生的事迹,探讨他在这一历史时期所起的作用,分析他的为政风格和清圣祖治国方针之间的联系。这样我们不仅加深对张鹏翮其人的认知,也能对康熙朝的吏治、河政等状况有更加全面的了解,更能清楚了解以他为代表的清代四川遂宁张氏家族在政治和文学上所占有的历史地位。本文主要从四个部分来论述张鹏翮。第一章,介绍张鹏翮的生平及其家世。第二章,详细论述他的仕宦生涯,从中体现他的行政能力和为政风格。第三章,论述他的治河过程,从中反映他的治河方略。第四章,从清廉为政、勤慎为公;教化为先、忠孝为本:治河成就及其局限性;文化成就四个方面探讨其功与过。最后为结语。
[Abstract]:Zhang Penghe (1649 - 1725), the Qing emperor Kangxi to work at a famous Chinese Minister. He was honest, diligent and Shengzu reuse and promoted. The Zhang Penghe government for more than fifty years, which worked in thirty-five years, has a wealth of local political experience. He "in the river the acoustic performance" Kangxi, from thirty-nine years to forty-seven years as governor of Kangxi River during his diligent study training theory, based on previous training experience, and according to the actual situation, to carry out a large-scale management of yellow, Huai, the canal project, made a significant contribution to the governance of river. He is well versed in Poetry and painting, poetry theme, genres, works.
Zhang Penghe's period is the ancestral Ching San Chinese made unyielding efforts, diligently strive after, the key period of the Qing Dynasty from unity to flourish. Through a comprehensive, in-depth study of Zhang Penghe's life story, he played in this historical period, his analysis between the style of government and the state policy of Qing Dynasty. So we not only to deepen Zhang Penghe's cognition, but also for Kangxi towards the government officials, river conditions have a more comprehensive understanding, can more clearly understand the historical status he represented Sichuan in the Qing Dynasty in Suining Zhang family in politics and literature share.
This paper mainly discusses four parts to Zhang Penghe. The first chapter introduces Zhang Penghe's life and family. In the second chapter, a detailed exposition of his official career, which reflected his administrative ability and political styles. The third chapter discusses his historical process, reflecting his strategy from the river. In the fourth chapter, from the incorruptible, diligent care for the public; educate first, filial piety: the achievements and limitations of the river; four aspects of cultural study and the work achievement. The last part is the conclusion.
