传承与嬗变：明清赣南地方政治秩序与基层行政之演化

【摘要】：本文决定在前人研究基础上,对笔者所关注的明清长达五百多年间特定区域——江西赣南地区的地方政治秩序及基层行政组织进行较长时间段的分析,将国家制度置放于地方个案中加以考察,着重理清明清赣南地方行政的演变过程及其空间差异,以期重新解读明清地方行政与地理环境、地方社会变迁的关系。文章主要围绕以下几个方面展开：第一,介绍赣南地方的地理环境及区域开发程度与地区差异。第二,考察了明时期赣南地区南赣巡抚的设立及在其治下所展开的新县治的设置与地方基层行政管理的调整：通过分析从里甲制度到南赣巡抚治下之“十家牌法”、“保甲法”、“南赣乡约”各自实施的时空差异,探讨了明代赣南地方政治秩序及基层行政格局是怎样得以建立的。第三,对清代、尤其是社会变迁较为剧烈的清前期、后期的地方政治秩序与基层行政设置的演化作了探讨,以期加深我们对于清代特别是“后南赣巡抚”时代的赣南地方政治秩序演变的了解。第四,以赣州府为例,从赣州府乡级行政区划制度安排入手,探讨明清赣南乡里行政区划格局、形成过程,展示了作为军事防御工事的“堡”的设置、演变及其与作为行政区划的“堡(保)”的关系,进而把握明清赣南“乡里”区划发展的方向及其演变的一般规律。
[Abstract]:On the basis of previous studies, this paper analyzes the local political order and grass-roots administrative organizations in Jiangxi and Gannan areas for more than 500 years. This paper puts the state system in the local cases to investigate the evolution process and spatial difference of local administration in Gannan in Ming and Qing dynasties in order to reinterpret the relationship between local administration and geographical environment and local social change in Ming and Qing dynasties. This paper mainly focuses on the following aspects: first, introduce the geographical environment, regional development degree and regional differences in Gannan. This paper examines the establishment of south Jiangxi governor in south Jiangxi in Ming Dynasty and the establishment of new county administration and the adjustment of local basic level administration under his administration: through the analysis of the "Ten Brand laws" from the Lijia system to the Southern Jiangxi Patrol, "Baojia" The Spatio-temporal differences in the implementation of the Nangan Township Treaty, This paper probes into how the local political order and the basic administrative structure of Gannan were established in the Ming Dynasty. Thirdly, the evolution of the local political order and the establishment of the grass-roots administration in the Qing Dynasty, especially in the early period of Qing Dynasty, especially in the early period of the Qing Dynasty, especially in the late period of the Qing Dynasty, was discussed. In order to deepen our understanding of the evolution of local political order in Gannan in the Qing Dynasty, especially in the period of "the late Southern Gan Patrol". 4th, taking the Ganzhou Prefecture as an example, starting with the system arrangement of the administrative divisions at the township level in Ganzhou, This paper probes into the pattern and forming process of the administrative division in Gannan countryside in the Ming and Qing dynasties, and shows the setting and evolution of the "castle" as a military defense and its relationship with the "castle (protection)" as the administrative division. Then grasp the Ming and Qing Gannan "township" division development direction and the general law of evolution.
