清廷对大凌河牧场管理体制的调整及其弊端

【摘要】：大凌河牧场是清代重要的官牧场之一。乾隆十五年,清廷对大凌河牧场管理体制进行了重大调整,即由中央内务府上驷院直接管理,改为地方武官代为管理。此后,上驷院、地方武官、大凌河牧场三者的关系,深深影响着牧场的运营。调整之后,大凌河牧场真正的归属机构依然是上驷院,与牧场保持着多方面的联系,地方武官只是扮演着代管者的角色,可作为空间有限。清廷对大凌河牧场管理体制调整带来了严重的弊端,即归属机构上驷院高高在上、鞭长莫及,代管机构积极性不高、消极应付,牧场内部自成一体,以致擅权贪利等问题日益严重。在清朝中后期流民私垦的浪潮中,大凌河牧场最终退出了历史的舞台。
[Abstract]:Daling River Ranch was one of the most important official ranches in the Qing Dynasty. In 15 years of Qianlong, the Qing government made a major adjustment to the management system of the Daling River Ranch, that is, it was directly managed by the Central House of Internal Affairs and changed to be managed by the local military attache. The relations among local military attach 茅 s and dalinghe pastures have a deep impact on the operation of the pastures. After the adjustment, the real ownership of the Daling River Ranch is still the Upper Siyuan, and it maintains a wide range of links with the pasture. Local military attach 茅 s only play the role of custodian and can be regarded as limited space. The Qing government brought serious disadvantages to the adjustment of the management system of Dalinghe pastureland, that is, the Si Yuan, which belongs to the organization, is high above the top, unable to reach it, and the enthusiasm of the escrow organization is not high. In the middle and late Qing Dynasty, Daling River pasture finally withdrew from the stage of history.
