管子经济思想研究

【摘要】：管子是先秦时期伟大的政治家、思想家、理财家,他相齐四十年,不以“兵车之力”,辅助齐桓公,实现了九合诸侯、一霸天下的伟大功业。众所周知,这些成就主要应归功于其独到的经济治国思想。与诸多“坐而论道”的理论家相比,管子是一个行而论道的实践家,其经济思想不仅具有深刻的理论性,更具有丰富的务实性、开放性、兼容性和变革性的特点。对管子治国实践中体现出的经济思想进行尝试性探讨,无疑具有重要的学术价值和现实意义。本文视管子经济思想为一个完整的体系,旨在立足前人研究的基础之上,把长期以来人们对管子其人、《管子》其书经济思想的研究有机地结合起来。通过对管子时代发展脉络的深刻把握,全面系统地阐述管子真实的经济治国思想,探求其相互间的客观联系。本文共分八章。第一章主要对管子时代的社会背景及其经济思想的历史渊源进行阐释,着重探求管子经济思想产生的历史依据,为系统辨析其思想内涵奠定基础。由于春秋时期政治、经济发生了巨大的变革,各种先进的人文思潮不断涌现。日渐解体的周室体系下的诸侯国家,政治、经济发展的步伐极不均衡,经济差距不断加大。管子凭借齐国丰富的海洋资源和悠久的商业传统,吸收了东夷文化的思想精髓,继承了齐太公工商治国的丰富经验,逐步建立和发展了其特有的经济思想,这是时代的必然结果。第二章至第四章主要从国家宏观调控角度阐述了管子的宏观经济思想。随着王室衰微、宗法败落局面的形成,传统的财富控制体系、社会组织形式、公共调节机制已经走到穷途末路,社会矛盾日渐加剧。管子充分发挥国家的宏观控制作用,实施了国家对资源的“一体”化控制和“四民分业”的社会职业化管理,并提出“贫富有度”的社会调节思想,稳定了齐国政权的统治,为实现齐国霸业创造了有利的社会条件。同时管子在社会组织的再构中,创造性地提出“作内政而寄军令”的耕战思想,把行政组织制度与军队建制紧密地结合起来,实现寓兵于农,进一步提高了齐国军队的战斗力,稳定了齐国在诸侯国家中的霸主地位。第五章至第八章从微观领域分别探讨了管子农工商业发展思想、人口与人才思想、土地与赋税制度、货币与轻重思想。管子对齐国的客观形势进行了全面系
[Abstract]:Guanzi was a great statesman, thinker and financier in the pre-Qin period. He did not assist the Duke of Qi Huan with "the force of military chariot" for forty years, and realized the great feat of nine princes and one dominion of the world.As we all know, these achievements are mainly due to his unique ideas of economic governance.Compared with many theorists, Guanzi is a practical person, whose economic thought is not only profound theoretical, but also rich in practical, open, compatible and transformative characteristics.It is undoubtedly of great academic value and practical significance to explore the economic thoughts embodied in the practice of Guanguanzhi.This paper regards the thought of Guanzi economy as a complete system, which aims to combine the study of Guanzi and Guanzi's thought of book economy organically on the basis of previous studies.Through a deep understanding of the development of the Guanzi era, this paper comprehensively and systematically expounds the real economic governing thoughts of the tube, and explores the objective relations between them.This paper is divided into eight chapters.The first chapter mainly explains the social background of Guanzi era and the historical origin of its economic thought, and probes into the historical basis of the production of the economic thought of Guanzi, which lays a foundation for the systematic analysis of the connotation of the thought.As a result of the Spring and Autumn period politics, the economy has taken place the huge transformation, each kind of advanced humanities trend of thought emerges unceasingly.The political and economic development of the feudal countries under the disintegrated Zhou-room system is uneven and the economic gap is widening.By virtue of the rich marine resources and long commercial tradition of Qi, Guanzi absorbed the essence of Dongyi culture, inherited the rich experience of Qi Taigong in running the country for industry and commerce, and gradually established and developed his unique economic thought.This is the inevitable result of the times.The second to fourth chapters mainly from the state macro-control point of view to elaborate the macro-economic thoughts of Guanzi.With the decline of the royal family, the formation of patriarchal clan, the traditional wealth control system, the form of social organization, the public regulation mechanism has reached the end of the road, and the social contradictions are becoming more and more serious.Guanzi gave full play to the macro-control role of the state, implemented the state's "integrated" control of resources and the "four people's separation of industries" of social professional management, and put forward the idea of "rich and poor with a degree of social adjustment", which stabilized the rule of the regime of Qi.For the realization of Qiguo hegemonic industry to create favorable social conditions.At the same time, in the reconstruction of social organizations, Guanzi creatively put forward the idea of "doing internal affairs and sending orders to the army", which closely combined the administrative organization system with the army system, thus realizing the settlement of troops in agriculture and further enhancing the combat effectiveness of the armed forces of Qi.It stabilized the dominant position of Qi in the family of the princes.The fifth to eighth chapters discuss the thought of the development of agriculture, industry and commerce, the thought of population and talent, the system of land and tax, the thought of money and the thought of weight and weight from the micro field.Guanzi has carried on the overall system to the objective situation of Qi country.
