财富分配与官民利益博弈之争:北宋熙宁变法及启示

【摘要】：宋神宗与王安石共同推动的熙宁变法,以失败告终,在中国历史上产生了巨大影响。熙宁变法为达到富国强兵目的,推行以增加政府税收为重点的系列变革,必然面对天下财富分配及官民之间利益博弈的尖锐矛盾,招致了司马光、苏轼等文人士大夫的强烈反对。他们在富国与富民关系上,主张富国必先富民,在国家财富分配和官民利益矛盾问题上,要求适当兼顾两者的关系。这不仅是一个历史问题,也是当今推进改革必须认真处理的问题。怎样制定有效的财税和分配政策,更多地惠及民生,实现民富与国强同步,历史提供的有益启示值得借鉴。
[Abstract]:Song Shenzong and Wang Anshi jointly promoted Xining reform, which ended in failure and had a great influence in Chinese history. In order to achieve the goal of enriching the country and strengthening the armed forces, Xining reform carried out a series of reforms focusing on increasing the government tax, and inevitably faced the sharp contradiction between the distribution of wealth in the world and the interests game between the officials and the people, which led to Si Maguang. Su Shi and other literati and officials strongly opposed. In the relations between rich countries and the rich people, they hold that rich countries must first enrich the people, and on the issue of the contradiction between the distribution of national wealth and the interests of the government and the people, they should give due consideration to the relationship between the two. This is not only a historical issue, but also a problem that must be seriously dealt with in advancing reform today. How to make effective fiscal and tax distribution policy, more benefit people's livelihood, and realize the people's wealth and national strength synchronize, the beneficial enlightenment provided by history is worthy of reference.
