道光初年漕粮海运研究

【摘要】: 道光初年的漕粮海运,是道光初年政治生活中的一件大事,亦是清 朝的首次海运和我国封建社会的最后一次海运.它既是一个经济问题, 更是一个政治问题。本文即是基于这些考虑而形成的。 全文共分四部分: 第一部分对漕粮河运的种种弊端做了全面描述,包括官吏的贪污、 对运丁的盘剥、运丁的双重性、浮收与扣折及清代漕运政策的危害.河 运之弊为海运提供了客观背景. 第二部分分析了元、明两代海运情况,清朝道光以前议行海运情况 及其物质准备,,道光初年海运之议的争论和有关海运章程的制定. 第三部分充分运用档案和《起居注》资料,详细介绍了整个海运全 过程、船米损失情况、善后工作和海运的突然停止. 第四部分对此次海运进行总体评介,勾勒其成功因素,并重点分析 了海运突然中止原因,提出了自己的看法.
[Abstract]:The shipping of grain in the early years of Daoguang was a major event in the political life of the early years of Daoguang. It was also the first sea transport in the Qing Dynasty and the last one in the feudal society of China. It was an economic problem. It is also a political issue. This paper is based on these considerations. The whole paper is divided into four parts: the first part describes the drawbacks of the river transportation of grain in a comprehensive way. Including official embezzlement, exploitation of transporters, duality of transports, The harms of floating collection and buckling and the policy of water transportation in Qing Dynasty. The disadvantages of river transportation provide an objective background for shipping. The second part analyzes the elements, During the two generations of the Ming Dynasty, the shipping situation and its material preparation were discussed before the Qing Dynasty Daoguang. The controversy over the discussion on Maritime Transport in the early years of Daoguang and the formulation of relevant articles of Association of Shipping. Part III makes full use of the archives and the "notes of daily necessities", The whole process of shipping and the loss of rice are introduced in detail. The work of aftercare and the sudden cessation of maritime transport. The fourth part gives a general review of the shipping and outlines its success factors. The reasons for the sudden suspension of maritime transportation are analyzed, and their own views are put forward.
