清代晚期地方粮价报告研究——以循化厅档案为中心

【摘要】：清代粮价报告制度,对于该时期粮价数据研究是极为重要的。以往学者主要从粮价奏折和粮价清单等中央档案研究清代粮价奏报制度,本文则主要利用循化厅档案研究清代晚期粮价报告制度在地方的实际执行情况。通过循化厅斗行所报告的粮价清单,梳理了循化厅粮价报告形式和内容的规范化过程。通过循化厅与上级官员关于粮价报告的往来公文,揭示了布政使作为地方和中央粮价信息传导枢纽的关键作用。布政使负责汇总通省厅县的粮价再由督抚上奏皇帝,同时编制粮价细册上报户部,布政使对府县粮价报告的督促和查核对粮价报告制度的执行至关重要。
[Abstract]:The report system of grain price in Qing Dynasty is very important for the study of grain price data in that period. In the past, scholars mainly studied the grain price report system in the Qing Dynasty from the central archives, such as the grain price notes and the grain price list, while this paper mainly used the Xunhua Office archives to study the actual implementation of the grain price report system in the late Qing Dynasty. Through the list of grain prices reported by the Xunhua Bureau, the standardization process of the form and content of the grain price report of Xunhua Hall is combed. Through the official documents about the grain price report between the Xunhua Office and the higher officials, the paper reveals the key role of the Bouzheng government as the information transmission hub of the local and central grain prices. Buzheng is in charge of collecting the grain prices of the provinces and counties, and the emperor is again taken up by the governor. At the same time, he compiles the detailed books of grain prices and reports them to the Ministry of Housing. The supervision and verification of the grain price reports in the prefectures and counties are of great importance to the implementation of the grain price reporting system.
