环境变化下的传统水利博弈:以青浦县为例

【摘要】：传统时代的水利博弈问题引发的地域社会关系复杂多样,这一问题深受环境变化的影响,而博弈结果往往取决于基层政治运作。青浦县作为基层的县级单位,其所面临的种种水利困境及其解决过程,较为典型地揭示了这一问题。通过对青浦县个案的考察可以发现,在县际层面的水利博弈中,环境变化是引发水利博弈的触发点,而基层各种政治运作则是解决水利博弈的主要途径。
[Abstract]:The regional social relations caused by the traditional water conservancy game problem are complicated and diverse, which is deeply influenced by the environmental change, and the result of the game often depends on the grass-roots political operation. Qingpu County, as a county-level unit at the grass-roots level, is faced with all kinds of water conservancy dilemmas and its solving process, which is typical to reveal this problem. Through a case study of Qingpu County, it can be found that in the inter-county water conservancy game, the environmental change is the trigger point of the water conservancy game, and the grass-roots political operation is the main way to solve the water conservancy game.
