西夏地方军政建置体系与特色

【摘要】：西夏的地方行政建置不是传统府州郡县等层级建置,而是按不同的军政属性设立相对独立的管理体系。地方军政事务分京师和边中,由殿前司和经略司分别管辖。经略司下辖若干监军司和大都督府等,为边中主要建置体系,管理属地军政并兼理民政。经略司、监军司体系之外,有专司赋税征管等事务的转运司体系和刺史为主的地方监察体系,它们都直隶中央而不存在层级关系。
[Abstract]:The establishment of local administration in Xixia is not the establishment of traditional prefectures, prefectures and counties, but the establishment of relatively independent management system according to different military and political attributes. Local military and administrative affairs are divided into the Beijing Division and the side, by the Dianqian Department and the Department of Economic Strategy respectively. Under the jurisdiction of the Department of Supervision and Department of Government, and so on, for the main side of the building system, the management of military administration and civil affairs. In addition to the system of Department of Administration and Supervision, there is a system of trans-shipment department with special responsibility for tax collection and administration, and a local supervisory system with mainly history of thorn, all of which have no hierarchical relationship.
