清代雨泽奏报制度

【摘要】：清代的雨泽奏报开始于康熙初年,康熙后期基本形成,但作为一项常规事宜则正式确立于乾隆年间。雨泽奏报存在经常奏报和不规则奏报两种形式,经常奏报要经过州县到行省层层上报的一套程序。州县等地方上的奏报有旬报和月报之分,且旬报、月报都有不同的格式,基本上都要逐日书写每天的天气情况,如遇雨雪则详写起止时辰和入土分寸;而督抚上报中央则是按月奏报,以奏折、清单、夹片三种形式并举,没有固定的格式要求,或繁或简,对通省雨雪情况进行说明。不规则奏报则没有固定的奏报人员、程序、时间和格式。对于清代雨泽奏报制度的研究具有很高的学术价值。
[Abstract]:The Yuze Ensemble of Qing Dynasty began in the early years of Kangxi and formed in the later period of Kangxi, but as a routine matter, it was formally established in the Qianlong period. There are two forms of regular and irregular newspapers in Yuze newspaper, and a set of procedures to report them from state to county to provincial level. State, county and other places on the newspaper there are ten days and monthly newspapers, and ten days, monthly reports have different formats, basically to write daily weather conditions, such as rain and snow, the start and end of the time and the depth of the earth; On the other hand, the governor reported to the central government that the newspaper was played by the month, in order to record, list, and clip the pieces in three forms simultaneously, without a fixed format requirement, or complex or simple, to explain the rain and snow situation in Tongsheng province. Irregular papers do not have a regular staff, program, time, and format. The research on the system of Yu-Ze newspaper in Qing Dynasty is of high academic value.
