失时与失效:唐代地方救灾时效探讨

【摘要】：救灾时效是影响救灾活动开展的重要因素。论文以唐代为案例,分析了地理距离、救灾程序、官员素质、控制市场等影响唐代救灾时效的制约因素,并认为唐代政府为了保证救灾时效,对救灾活动中在日常管理和应急措施中实行了严格的规定,主要体现在水利兴修、仓储维护、劝耕农桑、日常考课等日常制度管理以及遣使巡行、灾害奏报等应急管理中。研究古代社会的救灾时效,对于了解唐代政治史和经济史有着重要的意义。
[Abstract]:The limitation of disaster relief is an important factor affecting the development of disaster relief activities. Taking the Tang Dynasty as a case, the paper analyzes the restrictive factors such as geographical distance, disaster relief procedure, official quality, control of the market and so on, and thinks that the Tang Dynasty government in order to ensure the relief prescription, Strict regulations have been carried out in daily management and emergency measures in disaster relief activities, which are mainly reflected in the daily system management of water conservancy construction, storage and maintenance, persuading farming and mulberry, daily examination courses and so on, as well as the emergency management such as dispatch tour, disaster report and so on. It is of great significance to understand the political and economic history of Tang Dynasty.
