北宋河道巡查管理机制初探——以黄河、汴河为中心

【摘要】：北宋要求缘河地方知州、通判两月一巡堤,后改为一月一巡堤,虽秩满也需待水落时方可离任交接,县令及佐官需定期轮流巡河,转运使巡河期间不得委任它职。在黄汴河沿岸设都大巡检河堤使,置埽所、铺屋,由主埽使臣带领埽、铺兵负责日常巡查任务。在汛期,立木为水则,监测水情,所有巡查人员进入高度警备状态,严禁擅离职守,皇帝也亲临现场或遣专员坐镇巡查指挥。北宋在河道巡查管理中通过加强对官吏的责任追究、惩治盗伐防护林、侵堤坏堤、行凶抢劫者及救助落水危溺等,保障了河道的正常运行环境。
[Abstract]:The Northern Song Dynasty requested Yuanhe region to know the state, pass a monthly patrol dike, then change to a monthly patrol dike, although the rank also need to wait until the water falls before leaving the handover, county decrees and auxiliary officials need to periodically tour the river, trans-shipment so that it cannot be appointed during the cruise. On the banks of the Yellow Bianhe River, a capital inspection embankment was set up, the fascine was installed, the house was paved, the chief fascine envoy led the fascine, and the troops were in charge of the daily inspection. In the flood season, standing trees for the water, monitoring the water situation, all patrol personnel into a high alert state, strictly forbidden to leave duty, the emperor also came to the scene or sent the commissioner to visit the town to direct. In the Northern Song Dynasty, the normal operating environment of the river was ensured by strengthening the accountability of the officials, punishing the illegal felling of the shelterforest, breaking the embankment, robbing the robbers and rescuing the drowning in the water and so on.
