基于学习型组织理念下的学习型政党建设研究

【摘要】：当今世界已进入一个知识经济和信息化时代，知识总量急剧增长，更新速度明显加快，我们生活在一个信息爆炸的时代，在这一时代背景下对执政党的自身建设提出了严峻的挑战。胡锦涛在第十七届四中全会上从全面推动中国特色社会主义伟大事业和党的建设新的伟大工程的全局出发，提出了一项重大的战略任务——建设马克思主义学习型政党。在党的十八大报告中，，胡锦涛强调，建设学习型、服务型、创新型的马克思主义执政党，而其中建设马克思主义学习型政党置于建设三型政党的首位，建设马克思主义学习型政党是确保党始终成为中国特色社会主义事业的坚强领导核心的重要保障。本文从当今时代发展的背景与内在要求和我党在新时期所面临的机遇与挑战之间的关系入手，综合国内外学者与政府对建设学习型政党的研究，对学习型政党的内涵有了进一步深入的了解，指出建设学习型政党是一种组织状态；学习型政党是组织整体修炼和个人修炼相辅相成的政党；学习型政党是具有创新思维的政党；学习型政党是善于学习的政党。本文主要运用的研究方法是文献研究法、归纳与演绎相结合法和比较研究法。在对已有研究做出综述的基础上，论文分析了学习型组织的含义与特征，揭示了建设学习型政党的意义：有利于党组织适应时代发展的潮流；有利于党组织提高自身执政能力和水平；有利于充分激发党员的潜能；有利于贯彻落实科学发展观永葆党的先进性；有利于提高党员队伍素质。本文通过对现在党组织的分析与研究，从党组织的管理结构模式来看，党组织管理结构过于刚性、这种管理模式给党组织建设学习型政党造成了在学习上的障碍。从党组织成员对学习型政党的认识和本身的学习力上看、组织成员存在着党员对学习型政党的理论内涵认识差异、党员个人愿景的差异、党员学习力的差异，这些问题造成了我党在建设学习型政党的时候困难重重。本文对策部分主要从两个方面进行了分析：一是党组织自身建设方面，激励创新，树立自我超越理念；创新中建立共同愿景、营造创新包容的文化氛围；建立反馈机制、在学习机制上建立长效学习机制；创新管理模式，塑造学习型领导。二是党组织成员自身方面，全面思考，转变思维模式、辩证的对待心智模式、培养系统思考能力；在学习过程中树立终身学习理念；在学习方式上树立团队学习理念。
[Abstract]:At the Fourth Plenary Session of the 14th Central Committee of the Communist Party of China , Hu stressed the importance of building a learning - oriented , service - oriented and innovative Marxist ruling party . This paper starts with the relationship between the background and the inherent requirement of the development of the times and the opportunities and challenges faced by our Party in the new period , and combines the scholars and the government at home and abroad on the construction of the learning party . It points out that the construction of the learning party is an organizational state ; the learning party is the political party with innovative thinking ; the learning party is a party with good learning . The research method is literature research , induction and deduction . On the basis of summarizing the existing research , this paper analyzes the meaning and characteristics of learning organization , and reveals the significance of constructing learning party : it is beneficial to the Party organization to adapt to the trend of the development of the times ; The countermeasures in this paper are mainly analyzed from two aspects : First , it is the party organization ' s own construction , encourage innovation , set up self - surpassing concept , establish common vision in innovation , create an innovative and inclusive culture atmosphere , establish a feedback mechanism , establish long - term learning mechanism on the learning mechanism , innovate management mode , and shape the learning type leader . Second , it is the member of the Party organization itself , the comprehensive thinking , the transformation of the mode of thinking , the dialectical treatment of the mental mode , the cultivation of the thinking ability of the system , the establishment of the lifelong learning concept in the learning process , and the establishment of the team learning concept in the learning mode .
