政治代表如何更具回应性:对一种协商民主系统路径的诠释

【摘要】：代议制的出现使自治的理想与代表的现实决策之间产生了不可避免的裂缝,这一裂缝必须通过政治代表对公众的回应来弥合,但代表的回应性却由于代表远离公众和具有党派性特征而遭到质疑。协商民主的最新发展——协商系统理论——以包容、分工和依赖为核心要义,通过建立政治代表与公众之间的关联、创新以交往权力为目标的微型公众这一政治代表模式,更好地实现了政治代表对公众的回应。
[Abstract]:The emergence of representative system has created an inevitable gap between the ideal of autonomy and the realistic decision-making of representatives, which must be bridged by the response of political representatives to the public. But the responsiveness of delegates is questioned because they are far from the public and partisan. The latest development of consultative democracy-the theory of consultative systems-takes inclusion, division of labour and dependence as the core tenets and innovates the model of micro-public representation, which aims at the power of communication, through the establishment of links between political representatives and the public, The response of political representatives to the public is better achieved.
