【摘要】:行政人员因其特殊的社会角色,有着与行政职业和行政行为密切相联的道德内涵,作为特殊的职业,既有一般职业的道德要求,同时行政对象的广泛性、行政行为的公共性、行政实践的操作性,也决定了行政人员道德要求和伦理职责定位的特殊性。社会转型时期行政人员的道德人格塑造是行政伦理问题的重点内容之一,社会主义行政伦理建设也亟需对行政人员道德问题进行理论探讨,这就要求行政人员必须具备更高的伦理自觉,正是基于这样一种认识,本文以我国社会转型时期的社会变迁为切入点,通过对行政伦理体系以及行政人员履行职责过程中的道德缺失问题进行分析,对行政人员的伦理自觉与道德人格塑造进行探索研究,从理论层面指出我国行政人员道德人格的伦理价值基础与构建理念,以及适应当前我国公务员制度建设的行政人员基本道德规范等等。此外,还从实践的维度,探索行政人员自身道德人格养成与塑造途径所需要的行政伦理环境以及与之相匹配的行政文化,通过行政伦理运行机制与行政人员伦理自觉的统一,制度他律与道德自律的统一来实现行政人员道德人格的塑造。总的来说,本文通过探讨行政人员道德人格塑造问题,进而为我国社会加速转型时期行政伦理建设提供一定的主体价值基础和内在动力支撑。
[Abstract]:Because of their special social role, administrators have a moral connotation closely related to administrative profession and administrative behavior. As a special profession, they have the moral requirements of general profession, the universality of administrative object and the publicity of administrative behavior. The maneuverability of administrative practice also determines the particularity of administrative personnel's moral requirements and ethical duty orientation. In the period of social transformation, the shaping of administrative personnel's moral personality is one of the key issues of administrative ethics, and the construction of socialist administrative ethics is also in need of theoretical discussion on administrative personnel's moral problems. This requires that administrators must have a higher ethical consciousness. It is precisely based on this understanding that this article takes the social changes in the period of social transformation in our country as the starting point. Through the analysis of the administrative ethics system and the moral deficiency in the process of the administrative staff performing their duties, this paper explores and studies the ethical consciousness and moral personality of the administrative staff. This paper points out the ethical value basis and construction concept of the moral personality of Chinese administrative personnel and the basic moral norms of the administrative personnel adapted to the construction of the civil service system in our country at the theoretical level. In addition, from the perspective of practice, this paper explores the administrative ethical environment needed for the cultivation and shaping of the administrative personnel's own moral personality and the corresponding administrative culture, and unifies the administrative ethical consciousness through the operational mechanism of administrative ethics. The unity of system heteronomy and moral self-discipline realizes the shaping of administrative personnel's moral personality. In general, this paper discusses the moral personality of administrative personnel, and then provides a certain subjective value basis and internal power support for the construction of administrative ethics in the period of accelerating the transformation of our society.
