以协商主体有限性角度分析协商民主的困境

【摘要】:协商主体即协商的参与者是协商过程中非常重要的角色,他们的地位是否平等、价值观念是否具有相容性,关系着他们在协商中采取何种行为和最终形成何种政治决策。本文选取了这两方面概括为协商民主的主体有限性,集中论述由此引发的协商民主的困境。在分析其困境的表现、原因、影响、理论回应后,简要论述其解决途径。 文章第一部分,在梳理协商民主的概念及其核心后,简要论述协商民主以平等、摆脱强制、运用公共理性等作为条件预设。这些条件的满足,才能使协商展现出其应有的价值:增强政治合法性、培育公民美德、控制权力膨胀。 第二部分论述协商主体地位不平等、共同价值原则匮乏这两个主体有限性的表现,论述其产生的原因分别是资源和能力的不平等、以及族群间缺乏多元价值认同。 第三部分论述协商主体有限性给协商民主带来的负面影响是:降低协商民主的包容性、有效性和效率。协商民主理论者对此的代表性回应是通过扩大公共领域和完善制度加以解决。 第四部分基于对上述协商民主有限性的论述,笔者认为协商主体地位的不平等从根本上是由于其公民意识和能力不强造成的,因为这种意识和能力又制约着其物质、信息、资源等诸多方面的丰富程度。因而阐述和运用公民政治参与的心理动机,在社会和学校两个维度上探索如何通过隐性教育和实践教育养成公民品格。具体来说,现阶段主要有两个途径:一是隐性教育中的行为性隐性教育和制度性隐性教育;二是实践教育中的社区参与和学生会参与。
[Abstract]:The subject of negotiation is a very important role in the negotiation process. Whether their status is equal or not and whether their values are compatible is related to the behavior they take in the negotiation and what kind of political decision they finally form. This paper selects these two aspects as the limitation of the subject of the deliberative democracy, and focuses on the dilemma of the deliberative democracy. After analyzing the performance, cause, influence and theoretical response of its predicament, the paper briefly discusses the ways to solve it. The first part of the article, after combing the concept and core of deliberative democracy, briefly discusses that consultative democracy takes equality, getting rid of compulsion and using public rationality as conditional presupposition. Only when these conditions are satisfied, can negotiation show its due value: strengthening political legitimacy, cultivating civic virtue and controlling the expansion of power. The second part discusses the expression of the limitation of the two subjects: the unequal status of negotiation subject and the lack of common value principle. The reasons are the inequality of resources and ability, and the lack of multi-value identity among ethnic groups. The third part discusses the negative effects of the limitation of the subject of negotiation on the democracy of negotiation: reducing the inclusiveness, effectiveness and efficiency of the democracy of negotiation. The representative response of deliberative democratic theorists is to expand the public domain and perfect the system. The fourth part is based on the discussion of the limitation of the above consultation democracy, the author thinks that the inequality of the consultative subject's status is fundamentally caused by its weak civic consciousness and ability, because this kind of consciousness and ability restricts its material, information, etc. The abundance of resources and so on. Therefore, this paper expounds and applies the psychological motivation of citizen's political participation, and explores how to develop civic character through recessive education and practical education in the two dimensions of society and school. Specifically, there are two main approaches at the present stage: one is behavioral implicit education and institutional implicit education in recessive education, the other is community participation and student union participation in practical education.
