公共行政学范式的厘清与界定

【摘要】：自库恩首次从学术上抛出“范式”这一概念及其理论以来,公共行政学者也纷纷从“范式”的角度出发对公共行政学科的发展进行研究。他们见仁见智,提出了许多不同类型的公共行政学范式,其中包括诸多分歧乃至对立的观点,缺乏一种明晰统一的说法。这种公共行政学范式划分的混乱局面缘于许多行政学者没有理解范式理论的内涵,更没有看到范式理论本身存在的缺陷,他们把范式谬同于一般意义上的模式,谬同于研究途径和研究阶段。综合库恩的范式理论及后继者拉卡托斯的科学研究纲领方法论,重新界定“范式”概念,进而对公共行政学范式进行厘清与界定,探寻出真正意义上存在的三大公共行政学范式：效率型行政、公平型行政、民主型行政,具有重要的理论与实践意义。
[Abstract]:Since Kuhn first threw out the concept of "paradigm" and its theory from the academic point of view, public administrators have also studied the development of public administration from the perspective of "paradigm". They put forward many different kinds of paradigm of public administration, including many different and even opposing views, and lacked a clear and unified view. The confusion in the paradigm division of public administration results from the fact that many administrative scholars have not understood the connotation of the paradigm theory, nor have they seen the defects of the paradigm theory itself. They regard the paradigm as the model in the general sense. The error is the same as the research approach and the research stage. By synthesizing Kuhn's paradigm theory and the methodology of Lakatos's scientific research program, the concept of "paradigm" is redefined, and then the paradigm of public administration is clarified and defined. It is of great theoretical and practical significance to explore three real paradigms of public administration: efficiency administration, fair administration and democratic administration.
