国外政党与民众关系比较分析——基于“结构-过程”维度的分类探察

【摘要】：政党与民众的关系问题是政党政治中的基础性问题,它对政党自身的建设与发展具有关键影响,是任何政党都必须妥善处理的重要关系。通过建立"结构-过程"维度,对国外若干代表性政党联系民众的经验事实进行比较分析,提出制度性-互助型、制度性-主从型、制度性-运动型和事件性-工具型四种关于政党-民众关系的基本分类。政党-民众关系的分类探察集中描述了政党联系民众的途径与方式,并反映了政党联系民众的现实程度与状态,为思考如何构建科学的政党-民众关系提供启示。就中国共产党党群关系的科学建构而言,必须在依法治国和依规治党的框架下进一步加强党群之间联系方式的制度化与联系机制的有效性。
[Abstract]:The relationship between political parties and the public is a basic issue in party politics, which has a key impact on the construction and development of political parties themselves, and is an important relationship that any political party must properly handle. By establishing the dimension of "structure-process", this paper makes a comparative analysis of the empirical facts of some representative political parties in foreign countries, and puts forward system-mutual assistance, system-master-slave. There are four basic classifications on the relationship between political parties and the masses. The classification and exploration of the relationship between the political party and the masses mainly describes the ways and means of connecting the political party with the masses, and reflects the realistic degree and state of the political party connecting with the masses, which provides enlightenment for thinking about how to construct the scientific relationship between the political party and the masses. As far as the scientific construction of the relationship between the CPC and the masses is concerned, it is necessary to further strengthen the institutionalization of the relationship between the Party and the masses and the effectiveness of the contact mechanism under the framework of governing the country according to law and administering the Party in accordance with rules.
