行政决策中政治责任的实现途径研究

【摘要】：现代政治是以民主政治为核心,并通过责任政治的形式体现出其民主性。责任政治是由具有责任的现代政府所具体施行的。政府对其行为负有绝对责任,并有效行使行政决策权。行政决策是行政管理全过程中最主要的内容和最关键的环节,其决策的正当性和有效性会极大地影响到政府的合法性基础。在整个行政管理体系中,行政决策水平是政府的能力的重要体现。而政治责任问题又对整个行政决策研究具有重要的理论和现实意义。作者先对本文的选题及其意义做了阐释,分析了国内外学者在这一议题上的相关成果,并交代了研究内容及方法等。接下来本文遵循着提出问题、分析问题及解决问题的逻辑框架展开研究。先通过对政治责任和行政决策这两个主要概念的界定和相关的理论进行了分析以及整理,并讨论了政治责任在我国政府行政决策中的重要性,为本文的具体展开做了理论上的准备。其后立足于上述理论,结合行政决策中的政治责任的现实情况,从责任意识、权力享有、责任承担以及责任追究机制四个维度进行深入分析,总结出了政治责任不足的具体表现。然后结合具体表现,从行政决策者的素质、行政决策的制度保障、行政决策的科学化程度以及行政决策的监督机制等方面来阐述了行政决策中政治责任不足的具体原因。最后通过参照一些的成功案例和方法,作者在论证了其方法的适用性的基础上,尝试通过充分发挥政党各级的作用,建立法治政府,设立立法监督机关等三个层面来探讨改善行政决策中政治责任的缺失问题的具体方法。行政决策中的政治责任课题是行政学领域与政治学领域的重要结合点,因此对此课题的研究具有重要的理论和现实意义。但目前行政决策中的政治责任缺失的问题日益突出,只有靠党、政府和决策者个人等多方面的力量共同努力,才有可能从根本上解决此问题。
[Abstract]:Modern politics takes democratic politics as its core and embodies its democracy through the form of responsible politics. Responsibility politics is carried out by a responsible modern government. The government has absolute responsibility for its actions and effectively exercises administrative decision-making power. Administrative decision is the most important content and key link in the whole process of administration, and the legitimacy and validity of its decision will greatly affect the legitimacy foundation of the government. In the whole administrative system, the level of administrative decision-making is an important embodiment of the government's ability. The problem of political responsibility is of great theoretical and practical significance to the study of administrative decision-making. At first, the author explains the topic and its significance, analyzes the related achievements of domestic and foreign scholars on this topic, and explains the research contents and methods. Then this paper follows the logical framework of problem raising, problem analysis and problem solving. First of all, this paper analyzes and collates the two main concepts of political responsibility and administrative decision, and discusses the importance of political responsibility in the administrative decision of our government. The theoretical preparation is made for the concrete development of this paper. Then, based on the above theory, combined with the reality of political responsibility in administrative decision-making, this paper makes an in-depth analysis from the four dimensions of responsibility consciousness, power enjoyment, responsibility assumption and accountability mechanism. Summed up the specific performance of the lack of political responsibility. Then, the author expounds the concrete reasons of the lack of political responsibility in the administrative decision from the aspects of the quality of the administrative decision maker, the system guarantee of the administrative decision, the scientific degree of the administrative decision and the supervision mechanism of the administrative decision. Finally, by referring to some successful cases and methods, on the basis of demonstrating the applicability of the method, the author tries to establish a government ruled by law by giving full play to the role of political parties at all levels. The concrete methods of improving the lack of political responsibility in administrative decision-making are discussed from three aspects of establishing legislative supervision organ. The subject of political responsibility in administrative decision-making is an important combination of the field of administration and political science, so the study of this subject has important theoretical and practical significance. However, the problem of the lack of political responsibility in administrative decision-making is increasingly prominent. Only by the joint efforts of the Party, the government and the individual decision-makers, can the problem be solved fundamentally.
