清前期的商业政策与多民族国家的统一和巩固

【摘要】：清朝统治的成功系多种因素交织而形成的合力所致。商业政策作为清朝国家治理体系的一部分,既非"汉化"独具的内容,也非满洲特性,不失为破解汉化史观和强调满洲特性二元对峙格局的一个考察视角。清前期的商业政策已非抑商,秦汉以来的制度化的抑商政策和措施已经灰飞烟灭,通商已成为清前期商业政策的基本取向。通商对经济的推动、民生的改善是显而易见的。而经济发展,边疆开发,各地区经济联系加强,各族皆从中受益,生存状态得到改善,经济力便会转化为追求统一的驱动力,即统一力。这既是清代多民族国家得以统一与巩固的基础,也是动力机制。于此,通商政策确有力焉。
[Abstract]:The success of Qing Dynasty was caused by the combination of many factors. As a part of the governance system of the Qing Dynasty, commercial policy is neither the unique content of "Sinicization" nor the characteristic of Manchuria. It is a visual angle of understanding the historical view of Sinicization and emphasizing the dualistic confrontation pattern of Manchuria. The commercial policy in the early Qing Dynasty was no longer a business suppression policy, and the institutionalized commercial policy and measures since the Qin and Han dynasties had been destroyed, and trade had become the basic orientation of the commercial policy in the early Qing Dynasty. The promotion of trade to the economy, the improvement of people's livelihood is obvious. However, economic development, frontier development, the strengthening of regional economic ties, all ethnic groups benefit from the improvement of living conditions, economic power will be transformed into the pursuit of unity driving force, that is, unified force. This is not only the foundation of unification and consolidation of the multinational country in Qing Dynasty, but also the motive mechanism. At this point, the trade policy does not have the power.
