加强吉林省扶贫开发的总体框架研究

【摘要】：贫困问题一直是各国经济社会发展的重大阻碍,反贫困也被视为世界性难题之一。通过扶贫开发来解决贫困问题,是我国政府矢志不渝的执政理念及战略任务,事关党和国家的长治久安乃至社会主义现代化建设大局。2015年7月,习近平总书记亲临吉林省调研时强调,经济发展的最大目标在于民生,而加快发展农业现代化应成为吉林省新的经济增长极。长期以来,制约农业现代化的突出问题之一则是农村贫困问题,因而加强扶贫开发,也就很自然成为振兴吉林省经济乃至全国经济的关键点或着力点。吉林省作为我国农业大省,农村人口占总人口接近一半;同时,农村贫困人口也占全国农村贫困人口的1.8%。近年来,吉林省扶贫开发工作虽然一直积极贯彻落实国家战略部署,且成绩斐然,但随着扶贫开发工作的进一步深入,其要求和难度也都有所提高,吉林省扶贫开发依然面临着严峻的形势!因此,进一步对吉林省扶贫开发开展深入分析,进而提出完善对策,不仅十分必要而且势在必行!本文选择《加强吉林省扶贫开发的总体框架研究》这一研究题目,力求以马克思主义和中国马克思主义中的相关理论为指导,运用实证(调研)数据分析等研究方法,从阐述吉林省农村扶贫开发的背景条件入手,先后分析了吉林省扶贫开发的历程、经验及有利条件;并以吉林省扶贫开发中存在的问题为切入点,剖析了吉林省扶贫开发中存在的制约因素;基于前述,并借鉴国外反贫困及国内几省扶贫开发的成功经验,最终以习近平总书记“精准扶贫”思想为核心,结合参与式扶贫之理念,提出了加强吉林省扶贫开发的总体框架。论文主体部分由五章内容所构成:第一章为“扶贫开发的概念、意义和基础理论”。这一章首先对贫困的内涵、分类及实质、扶贫开发等概念进行了界定;其次论述了扶贫开发的重大意义;最后阐述了扶贫开发的基础理论,即马克思主义和中国(化)马克思主义中的相关理论。第二章为“吉林省扶贫开发的背景、历程、经验及有利条件”。这一章首先阐述了吉林省扶贫开发的背景条件;其次分别分析了吉林省扶贫开发的历程和经验;最后论述了吉林省扶贫开发的有利条件。第三章为“目前吉林省扶贫开发中存在的问题及制约因素分析”。本章基于目前吉林省扶贫开发中存在主要问题的分析,分别从微观、中观和宏观三个层面揭示了吉林省扶贫开发的制约因素。第四章为“国内外反贫困或扶贫开发的主要经验及其对吉林省的启示”。这一章首先阐述了国外(包括:发达国家英国、美国和发展中国家印度等三国)反贫困的主要经验及其对吉林省的启示;其次阐述了国内(包括:西部地区的云南、宁夏两省,以及东北地区的黑龙江、辽宁两省)扶贫开发的主要经验,以及带给吉林省扶贫开发的启示。第五章为“加强吉林省扶贫开发的总体框架”。本章基于对明确吉林省扶贫开发的基本原则、主客体及目标的阐述;分别论述了加强吉林省扶贫开发的战略思想、战略体系及模式选择;最终提出了加强吉林省扶贫开发的对策建议。
[Abstract]:The problem of poverty has been a major hindrance to economic and social development of all countries, poverty is also considered as one of the world difficult problem. To solve the problem of poverty through poverty alleviation and development, is the ruling idea and the strategic task of China's government will, related to the party and the country and the socialist modernization construction in long period of stability during.2015 July, general secretary Xi Jinping stressed at the the investigation of Jilin Province, the biggest goal of economic development is the people's livelihood, and accelerate the development of agricultural modernization of Jilin province has become the new economic growth pole. For a long time, one of the prominent problems restricting agricultural modernization is the problem of poverty in rural areas, thus strengthening the poverty alleviation and development, has become a key point to revitalize the economy of Jilin province and even the national economy or the focal point. Jilin province is a major agricultural province, the rural population accounts for nearly half of the total population; at the same time, the rural poor population has accounted for the National Agricultural Poor 1.8%. in recent years, poverty alleviation and development work in Jilin province has been actively implement the national strategic plan, and has made brilliant achievements, but further with the work of poverty alleviation and development, its requirements and difficulty are also improved, poverty alleviation and development in Jilin province is still facing a severe situation! Therefore, further in-depth analysis of poverty alleviation and development in Jilin Province, and puts forward the countermeasures to perfect, it is not only necessary and imperative! The < framework > strengthen poverty alleviation and development in Jilin Province, this research topic, to the theory of Marx doctrine and the Marx doctrine in Chinese as a guide, the use of empirical (Research) data analysis, starting with the poverty alleviation and development of Jilin rural background condition, has analyzed the process of poverty alleviation and development of Jilin Province, experience and favorable conditions; and in poverty alleviation and development in Jilin Province The problem as a starting point, analyzes the restricting factors of poverty alleviation and development in Jilin province; based on the above, and learn from the successful experience of foreign anti poverty and domestic poverty alleviation and development, and ultimately to the general secretary Xi Jinping, precise poverty "thought as the core, combined with the concept of participatory poverty alleviation, put forward to strengthen the overall framework of poverty alleviation and development Jilin province. The main part of the thesis consists of five chapters: the first chapter is" the concept of poverty alleviation and development, significance and theoretical basis. This chapter first elaborated The development of poverty alleviation in Jilin province background conditions; and analyze the history and experience of poverty alleviation and development of Jilin province; finally, the favorable conditions of poverty alleviation and development of Jilin province is discussed. The third chapter is the analysis of the existing problems and constraints of the poverty alleviation and development in Jilin province. This chapter based on the analysis of poverty alleviation and development in Jilin province are mainly the problem, from the micro, meso and macro three aspects reveals the restricting factors for the development of poverty alleviation in Jilin province. The fourth chapter is "the main experience of domestic and foreign anti poverty or poverty alleviation and development and Its Enlightenment to Jilin province. This chapter first describes the foreign developed countries (including Britain, the United States and developing countries in India three) main experience of poverty and Its Enlightenment to Jilin province; secondly, the domestic (including: the western region of Yunnan, Ningxia two provinces, and the northeastern region of Heilongjiang, Liaoning province Fu two) The main experience and inspiration to the development of the poor, poverty alleviation and development in Jilin province. The fifth chapter is "strengthen the overall framework of poverty alleviation and development of Jilin province. This chapter is based on the basic principles of clear poverty alleviation and development in Jilin Province, the subject and the object and goal elaboration; discusses the strategic thinking of Jilin province to strengthen poverty alleviation and development, strategic choice system and model; finally proposes countermeasures to strengthen the poverty alleviation and development in Jilin province.
