【摘要】:科学和技术领域的研究合作在过去几十年中急剧增加。科技政策制定者逐渐意识到多机构合作能够在大规模的、政府集中拨款的重大研究项目中发挥重要作用。各类研究机构也越来越积极地参与到科研合作中,通过知识、技能、经验的聚集来寻求创新的机会和成功解决问题的可能性。尽管跨组织科研合作越来越多地获得政策、资金支持和学术界的关注,但合作过程的长期性和复杂性、合作过程中的知识协同、合作过程中的网络演化、合作过程有效性的评价等重要问题仍然没有得到清晰、深入的阐释。本文在国内外现有研究基础上,综合使用了多种理论和方法,对面向重大项目的跨组织科研合作过程进行了深入研究,不仅丰富和完善了跨组织科研合作的相关理论,也为科研实践、科技管理和科技政策的制定提供了借鉴。首先,提出了跨组织科研合作的概念和内涵,分析了跨组织科研合作过程的本质和特征。第二,分析了跨组织科研合作过程的动态性和复杂性,将跨组织科研合作过程划分为合作创建、合作形成、合作保持、合作收尾四个前后相继的阶段;借鉴资源依赖、交易成本、组织学习等理论提炼出了各个阶段的关键活动,揭示了科研组织之间合作行为、合作关系的变化过程。第三,从组织间对偶关系的视角出发,研究了跨组织科研合作过程中的知识协同机理。明确界定了跨组织科研合作中知识协同的内涵,归纳了其主要特征;基于协同学的序参量理论,将关系性吸收能力识别为知识协同的序参量,分析了其形成演化的过程和机理;建立了跨组织科研合作中“场”的运转分布模型,剖析了单个“场”内部的知识协同微观过程,利用自组织临界性理论,构建了“场”系统由局部知识协同向整体知识协同演进的过程模型;对某重大科技专项课题中的知识协同进行了案例分析。第四,研究了跨组织科研合作过程中组织间网络的生成与演化。探讨了跨组织科研合作过程中组织间网络的生成,揭示了网络的本质属性;分析了组织间网络演化的三类主要影响因素:知识互动模式、合作主体特征、合作成本,并从它们的综合作用中提取出网络演化的四类动力:网络稳定力、网络跃迁力、显性推力、隐性推力;阐释了组织间网络在四类动力作用下各个演化阶段的内涵;通过某973项目组织间网络的实例分析,从网络整体结构和节点角色演变两个角度,揭示了网络演化的阶段性特征和路径依赖特征。第五,基于有效性相关理论,提出了跨组织科研合作过程有效性的概念。在文献梳理和深度访谈的基础上构建了包含合作基础、合作规则、合作内容、合作结果4个维度和12个子维度的跨组织科研合作过程有效性的结构体系;通过问卷调查、探索性因子分析和验证性因子分析对此结构体系进行了实证检验,结果表明,跨组织科研合作过程有效性是一个含有三阶维度的复杂构念。最后,以跨组织科研合作过程有效性的三阶维度结构作为评价体系,分析了各级评价指标的内涵;针对科研合作的运行过程难以被外部观察者所感知的特点,确定了内部参与者视角作为评价视角,采用了多主体协作式综合评价方法,并通过实例分析验证了评价方法的可行性和适宜性;分别从评价体系的四个维度出发,提出了跨组织科研合作过程有效性的提升策略。
[Abstract]:Study on cooperation in the field of science and technology has increased sharply in the past few decades. Science and technology policy makers gradually realize multi agency cooperation can play an important role in the large-scale, centralized government funding major research project. Various research institutions are more actively involved in research cooperation, through knowledge, skills, experience the possibility gather to seek opportunities for innovation and success to solve the problem. Although the Inter Organizational cooperation in scientific research to get more and more policy and financial support and academic attention, but long-term and complexity of the process of cooperation, cooperation in the process of knowledge collaboration, cooperation in the process of network evolution, an important problem of cooperation process effectiveness evaluation is still not clear, in-depth interpretation. Based on the existing research at home and abroad, the integrated use of a variety of theories and methods, from across the organization of major projects The process of scientific research cooperation conducted in-depth research, not only enrich and perfect the theory of Inter Organizational cooperation in scientific research, but also for the practice of scientific research, to provide a reference. To develop science and technology management and technology policy firstly, puts forward the concept and connotation of Inter Organizational cooperation in scientific research, analyzes the nature and characteristics of cross organizational collaboration process. Second analysis, the dynamic and complex nature of Inter Organizational cooperation in scientific research process, the Inter Organizational cooperation in scientific research process is divided into to create cooperation, cooperation, cooperation, the four stages before and after finishing drawing depends on cooperation; resources, transaction costs, organizational learning theory abstracts the key activities of the various stages, reveals research the organization between cooperative behavior, the change process of cooperation. Third, starting from the Inter Organizational dual perspective, study the Inter Organizational cooperation in scientific research in the process of knowledge collaboration mechanism clearly. The connotation of knowledge collaboration of Inter Organizational cooperation in scientific research, summarizes its main characteristics; order parameter theory based on Synergetics, the relationship between the order parameter of absorptive capacity for recognition of knowledge collaboration, and analyzed the formation process and mechanism of evolution; establish Inter Organizational cooperation in scientific research in the field of the operation of distribution model. Analysis of the micro process of collaborative knowledge single "field" of the internal use of the self organized criticality theory, constructs the process model of field system by local knowledge synergy to overall knowledge co evolution; for a major science and technology issues in Knowledge Synergy of case analysis. Fourth, study the formation and evolution of Cross organization in the process of cooperation between the organization of scientific research network. It discusses the formation of Inter Organizational cooperation in scientific research organization in the network, reveals the essential attribute of network; analyzes the Inter Organizational Network Evolution of three kinds of main effect Factors: knowledge interactive mode, the main characteristics of the cost of cooperation, cooperation, and extracted four kinds of power network evolution from their comprehensive effect: the network stability, network transition, dominant recessive thrust, thrust; the paper explains the connotation of Inter Organizational Networks in all four categories under the dynamic evolution through a case analysis; 973 project of Inter Organizational Networks, from the two angles of the overall structure of the network and node role evolution, reveals the network evolution stage characteristics and path dependence. Fifth, based on the effectiveness of the related theory, put forward the concept of effective research of Inter Organizational cooperative process. Based on literature review and interview was constructed. Contains the basis for cooperation, cooperation, cooperation, cooperation in the 4 dimensions and 12 sub dimensions of cross organizational process effectiveness research cooperation system; through the questionnaire survey, exploratory factor analysis and Confirmatory factor analysis of this system carries out the empirical test results show that the process of inter organization, scientific collaboration effectiveness is an order containing three dimensions of complex concepts. Finally, the three order dimension structure validity of Inter Organizational cooperation in scientific research process as evaluation system, analyzes the connotation of evaluation indexes at all levels according to the operation process; research cooperation is difficult to observe the characteristics of the external perception, determine the internal perspective of participants as the evaluation perspective, using a multi-agent collaborative comprehensive evaluation method, and verify the feasibility of the evaluation method and suitability through case analysis; from four dimensions of the evaluation system, put forward the strategies of improving the effectiveness of the process organization of scientific research cooperation.
