【摘要】:伴随我国经济的快速发展,2015年我国石油需求量已达到5.37亿吨,据预测到2020年和2025年将分别达到6.46亿吨和7.72亿吨。全球石油年需求量也已达到48亿吨。作为石油工业最为重要的石油服务行业也在迅速发展,对于石油工业的发展乃至国家经济的发展具有越来越重要的意义。全球范围石油服务仅油田工程技术服务的市场规模,在2014年就达到45 059.93亿美元,但我国石油服务业的海外营收总额仅为889.8亿美元。在经济全球化的大背景下如何促进我国石油服务业综合水平的快速提升,推动石油服务业的快速发展并在更大范围及规模上走出国门,已经成为具有国家战略高度的研究课题。通过文献研究发现,目前我国研究者对行业绩效的研究不仅仍然采用的是20世纪30年代乔·贝恩(Joe S.Bain)、谢勒(Scherer)等人建立的SCP产业分析框架,而且在应用SCP范式分析行业绩效的过程中均忽略了原模式中市场冲击(Shock)这一重要的因素。然而,在现实经济中,尤其是经济全球化、全球经济一体化中,包括市场冲击在内的产业市场环境对产业市场绩效具有重大的影响,尤其是在石油服务业中表现得更为明显。因此,忽视环境因素的SCP分析方法显现出与现实的脱节,分析结果也缺乏说服力。借鉴已有产业组织理论和国际竞争力理论的研究,对石油产业及石油服务产业的相关研究成果进行梳理,并结合石油服务业的现实探讨市场环境因素对石油服务产业市场结构、企业市场行为的影响,进而确定市场环境因素与市场绩效之间的关系。通过分析发现市场环境因素对市场绩效具有较大的影响。为此,将“要素流动”、“勘探开发需求”和“机制条件”等具有行业特征的环境因素纳入分析模型中,构建SECP分析模型及研究框架,以便更加深入地探索我国石油服务产业绩效的影响因素及其作用机制。基于SECP研究框架,从国际市场环境和国际竞争力分析入手,研究确定石油服务行业的关键要素及要素流动特征;通过对石油服务产业市场结构及产品/服务的差异特点分析,研究其行业集中度和进入退出壁垒;进而研究市场结构和市场环境对石油服务行业中的企业市场行为的影响,从市场、资本和技术三个角度,进一步分析石油服务企业在石油服务市场中的行为、资源配置、市场绩效问题。研究表明,石油服务业存在较为显著的规模效率性,大型石油服务企业领先优势明显,石油服务业市场进入21世纪后寡占特点更加明显,市场垄断的成分有所增加甚至几乎遍及细分市场;石油服务业的市场结构和市场环境均会对其内部的企业行为产生显著的影响,最终将会影响企业的绩效;在市场结构相对集中且政府规制较为严格的前提下,要素的流通成本逐步提升,石油服务的绝对边际成本增大,从而推动企业更多的采用技术创新、资本扩张的方式实现市场突破。研究中还发现,在石油服务市场结构相对分散的形式下,要素流动更加活跃,中小石油服务企业在某一领域利用技术创新、独有技术可参与石油服务市场竞争,并可与大型垄断石油服务公司抗衡,最终在极为狭窄的竞争市场中赢得市场份额。为此我国石油服务业优先强化业务专业性,快速提升技术含量,以服务输出的方式进入全球能源市场,可以绕过相关国家的规制条件限制及大型垄断企业对市场的绝对控制,不失为一种占优选择;研究结果还表明SECP分析方法修正并完善了传统的SCP分析方法的不足,所得结论更为符合实际,具有一定的推广应用价值。
[Abstract]:With the rapid development of our economy, in 2015 China's oil demand has reached 5.37 tons, it is estimated that in 2020 and 2025 will reach 6.46 tons and 7.72 tons of oil. The global annual demand has reached 48 tons. As the oil industry is the most important oil services industry is in rapid development, more and more meaningful important for the development of the petroleum industry and national economic development. The global oil services only oil field engineering services market size, will reach $4 trillion and 505 billion 993 million in 2014, but China's oil service industry overseas total revenue amounted to only $88 billion 980 million. How to promote the rapid enhance the overall level of China's oil service industry in the background the economic globalization, and promote the rapid development of the oil service industry in and out of the country in a wider scope and scale, has become a highly research topic in national strategy. A literature study found that the current research on industry performance not only is still used in the 1930s Jo Bain (Joe S.Bain), Scheele (Scherer) established by SCP industry analysis framework, and the analysis of industry performance have neglected the impact of the market in the original model in the application of SCP paradigm (Shock) which is one of the most important the factors. However, in the real economy, especially in the economic globalization, the global economic integration, including market impact, industry market environment has a significant impact on the industrial market performance, especially in the oil service industry is more obvious. Therefore, ignoring environmental factors SCP analysis method appeared out of touch with in reality, analysis of the lack of convincing. Draw on existing industrial organization theory and the theory of international competitiveness, the relevant research results on oil industry and oil services industry are Comb, and explore for oil service industry market structure and market environment factors combined with the oil services industry reality, influence the market behavior of enterprises, and to determine the relationship between the market environment and market performance. Through the analysis of market environment has great influence on the market performance. Therefore, the element of "flow", "environmental factors exploration and development needs" and "mechanism" with the characteristics of the industry into the analysis model, SECP analysis model and construct the research framework, in order to further explore the performance of China's petroleum services industry influence factors and mechanism. Research on SECP based framework, starting from the analysis of the international market environment and international competitiveness, research to determine the flow the characteristics of the key elements of the oil services industry and key elements; through the analysis of the oil service industry market structure and characteristics of different products / services, research The industry concentration and barriers to entry and exit; and study the influence of market structure and market environment of the enterprise market behavior of oil in the service industry from three aspects of market, capital and technology, further analysis of the petroleum service enterprise behavior in the oil services market in the allocation of resources, market performance. The study shows that the oil services industry there is a significant scale efficiency, large oil service companies leading obvious advantages, the oil services market in twenty-first Century after entering the oligopoly monopoly market more obvious characteristics, the composition has increased even in almost all segments of the market; market structure and market environment of oil service industry will be on the internal behavior of enterprises make a significant impact on the final it will affect the performance of the enterprise; in the relative concentration of government regulation and premise of strict market structure, elements of the cost of circulation gradually, oil service The absolute marginal cost is increased, so as to promote the enterprise to use more technology innovation, market breakthrough to achieve capital expansion. The study also found that the structure of the oil services market is relatively dispersed form, factor mobility is more active, small and medium-sized oil service companies use technology innovation in a field, the unique techniques can participate in the competition of petroleum service the market, and can compete with large monopoly oil services company, in the end is very narrow to win market share in the competitive market. Therefore China's oil service industry priority strengthen business professional, rapid increase of technical content, into the global energy market to service output, can limit the regulation to circumvent national and large monopolies on the market of absolute control, is a dominant choice; the results also showed that SECP method was modified and improved the traditional SCP analysis method The conclusion is more practical and has a certain value of popularization and application.
