资产重组：韩国社保体系的发展过程研究

本论文旨在探讨19612016年间韩国社保体系里医疗保险与国民年金（医疗保险）制度的发展过程。本研究的理论目标是勾勒韩国社保体系发展过程中具体而多方面的历史原因。由于韩国社保体系形成于急速发展的民主化过程,因此,本研究同时也讨论了对社会体系发展造成影响的一般福利政策发展因素、经济发展、公民社会的扩大、全球化等韩国特殊的政治状况。以历史-制度主义的观点概括韩国社保体系,我们先讨论威权主义政权时期（1961-1987）韩国社保体系的发展。此时期是通过（1）政府的威权主义决策模式;（2）主要决策集团的经济发展优先主义;（3）正统性的政治大受影响。到了 1980年代后期,如此封闭的政策决定经历民主化过程后发生了巨大的变化。首先,公民社会的福利政策需求增加后,相关政策的决定渠道也比威权时代扩大了很多,政府主要机构的经济发展优先主义也随之减弱不少。作为这些变化的结果,即是1980年代后期急速发展的韩国社保政策在质量方面的提升。最后,1998～2015年期间在韩国全球化的影响下,完成了国民年金制度改革。本论文从既有的福利国家论提炼出三个重要的学术意义。第一、虽然既有的福利政策理...
