非洲内陆国—海港交通运输通道效率实证研究

  当前,内陆经济体已经受到全球的广泛关注。在非洲,近三分之一的国家是内陆国家,其贸易成本普遍高于中转国,这已成为非洲内陆国对外贸易和经济增长的严重障碍。一方面,由于领土不与海洋接壤,加上落后的基础设施状况,致使运输费用高昂;另一方面,在货物进出口过程中过度的依赖过境邻国的运输体系,大量的行政管理流程(包括繁琐的通关手续、商品跨越国界需要通过的路障以及迂回运输等)导致了贸易成本的增加,从而限制了非洲内陆国商品在国际市场的竞争力。上述因素严重制约了非洲内陆国家的经济发展。因此,确定最佳的过境模式和通道,实现高效率的过境运输,以解决内陆新兴经济体面临的具体问题,改善非洲内陆国家当前的贸易运输状况,具有重要意义。目前,大量研究已经揭示了过境运输系统和贸易成本对非洲内陆国家的重要性。然而,尽管一些研究讨论了目前非洲对外贸易所面临的问题,但对非洲内陆国家过境运输通道效率的综合分析还相对较少。其中,从内陆国家的运输基础设施、海关和贸易便利化、跨境合作、港口和码头操作等方面对过境运输系统的效率和绩效进行评价的研究更为稀少。针对上述问题,本文以国际已公布的数据库(即联合国商品贸易统计数据库、世界银行商业数...
