兵团第八师团场城镇化进程中社区管理研究

【摘要】：社区是兵团城镇化运行管理体系的最基层单位,是实现自我管理、自我教育、自我服务以及自我监督的重要载体。为了全面贯彻落实中央新疆工作座谈会精神,在兵团加快了城镇化建设的大背景下,社区建设也得以迅速开展,在团场及中心连队基本上形成了党委领导、政府负责、社会协同、公众参与的社会管理格局。特别是随着城镇化的推进,维稳戍边的重心也开始向社区转移,通过加强对社区的管理,改变团场居民的生活居住方式,促进人口、产业和资源向团场城镇聚集,维护社会的稳定,推进兵团团场城镇化进程以及创新管理体制都具有重大的意义。在推进兵团团场城镇化建设的历史条件下,社区管理是不断完善兵团城镇化体系、提高团场职工的生活质量水平、努力满足广大居民的需要、增强兵团凝聚力和向心力的有效途径。本研究主要是通过文献综述和实地调研的方法,结合兵团第八师的实际情况,对八师团场社区管理做了研究。通过对八师城镇化进程中社区管理的调研,在城镇化建设中,第八师及团场在人口和产业经济等各方面都取得了不小的成就,也有效的促进了团场社区的建设和管理。团场现有“社区指导办—居委会”和“连队与社区居委会合二为一”的管理模式,各团场社区开展党建、社区服务、品牌活动和志愿服务等。研究发现在团场管理过程中存在行政化色彩浓厚、社区经费欠缺、职工队伍薄弱和社区职能与连队维稳职能融合不够的问题;在社会参与方面存在社会组织发展不足、社区居民构成复杂、参与积极性不高和物业公司职能利益冲突问题;在社区公共服务方面,社区文化没有得到重视、社区未就业人群的增加和社区卫生发展滞后。兵团作为“党政军企”的一种特殊体制,城镇化建设也只有结合兵团实际,不断探索,走出一条具有兵团特色化的城镇化发展道路,进一步加强对团场社区的管理。首先是规范团场行政管理服务职能,去行政化,实现社区的自治;进一步加强社区职工队伍建设,形成一支年龄结构合理、知识文化水平高、专业能力强的职工队伍,使团场社区留得住人,办的了事;加强团场社区维稳戍边职工队伍建设,有效的促进社区职能与连队维稳职能的融合,维护团场社区的的稳定和长治久安。其次是积极培育发展社会组织,让更多的社会组织参与到社区管理的当中来,在现有的物业管理公司中加强其监管力度特别是激发社区居民参与社区管理的积极性,培养社区的凝聚力和认同感,不断满足他们的需要,促进社区和谐;最后是重视社区文化,举办各项社区文化活动丰富居民的日常生活,并通过各种方式解决社区未就业人群和加强社区卫生建设管理。
[Abstract]:Community is the basic unit of corps urbanization operation management system, realize self management, self education, self service and an important carrier of self supervision. In order to fully implement the spirit of the central Xinjiang work forum, in the background of the corps to accelerate the construction of urbanization, community construction has been developed rapidly in the field and center the company basically formed the Party leadership, government responsibility, social coordination, public participation in the social management pattern. Especially with the advance of urbanization, center of gravity holding stability frontiers also began to transfer to community, through the strengthening of the management of the community, change the way of living, residents of the farms to promote population aggregation, industry and resources to the farm town, maintain social stability, is of great significance to promote the Corps urbanization and management system innovation. In promoting the Urbanization Construction Corps history Under the condition of community management is to constantly improve the urbanization system, improve the level of quality of life of farm workers, and strive to meet the needs of the residents, effective way to enhance the cohesion and centripetal force of the Corps. This research is mainly through the method of literature review and field research, combined with the actual situation in the eighth division of the Corps, the eight division games community manage to do the research. Through the research on the community management of the eight division in the process of urbanization, the urbanization in the eighth division, and farms have made no small achievements in various aspects of population and industry economy, but also effectively promote the construction and management of farm communities. The existing farms "community guidance office and community committee" and "company and community committees be made one" management model, carry out the mission field community party building, community service, brand activities and volunteer service. The study found in the management process of the existing farms In the administrative color is strong, the lack of funds to the community, the staff is weak and the functions of the community and the company stability functions integration is insufficient; in terms of social participation in the development of social organizations, community residents to form a complex, involved in the function of conflict of interest enthusiasm is not high and the property company; in the community public service, community culture has not been seriously, community unemployed increases and community health development lag. The Corps as "a special system of military enterprises", urbanization also only in combination with actual continuous exploration, corps, go out of the way of urbanization development has the characteristics of the Corps, to further strengthen the management of the farm community. The first is the specification of farm administrative management and service functions, to the administration of the implementation of community autonomy; further strengthen community worker team construction, the formation of a reasonable age structure, knowledge of water culture High level, professional ability of the staff of the mission field community to retain people, do something; to strengthen the farm community stability frontiers staff team construction, effectively promote the functions of the community and the company stability function integration, maintain community stability and long period of stability of the XPCC. Second is to actively foster the development of social organizations, so that more the social organizations to participate in community management, strengthen the supervision on the existing Property Management Company in particular to stimulate the enthusiasm of the community residents to participate in community management, cultivating community cohesion and identity, to meet their needs, promote community harmony; and finally the importance of community culture, organize various cultural activities to enrich the community residents in daily life, and through a variety of ways to solve community unemployed and strengthen the building of community health management.
