中国青年志愿者赴非服务项目探析

【摘要】：中国青年志愿者海外服务计划,又名“中国援外青年志愿者项目”(简称“海外计划”),是2002年由团中央和商务部共同发起实施的一项长期重点项目,旨在配合国家外交战略和服务受援助国家人民的需求。从2002年5月至2016年9月,中国共向亚非拉23个国家派出了 679名海外青年志愿者,23个国家中有5个亚洲国家、16个非洲国家和1个美洲国家。 2005年8月4日,政府首次向埃塞俄比亚派出12名青年志愿者进行中文教学、沼气开发、农业和医疗卫生等方面的服务,它标志着中国青年志愿者赴非服务项目正式开启。2006年,中国政府在中非合作论坛北京峰会上承诺三年内向非洲派遣300名青年志愿者,至此,中国青年志愿者赴非服务项目正式上升到国家意志与战略的高度,进入规模派遣阶段。至今,中国已向埃塞俄比亚、塞舌尔、津巴布韦和毛里求斯等16个非洲国家派遣了共464名青年志愿者,累计33次。作为中国公共外交的新途径和中国对外援助的新方式,中国青年志愿者赴非服务项目增进了中非友谊,促进了受援助国家的发展,展现了中国负责任的国家形象。非洲成为海外计划的主要对象,中国青年志愿者赴非服务项目作为公共外交的新方式,发挥了积极的作用。因此,本文将中国青年志愿者赴非服务项目作为探讨对象,通过四大章节对海外计划的相关内容以及赴非服务项目的基本情况、作用和不足进行梳理论述,并且针对不足提出自己的意见建议。本文内容主要有五大部分:第一部分主要介绍论文的研究意义及研究目的,通过查阅大量的文献资料,梳理国内外关于海外计划和赴非服务项目的研究情况,形成完整的文献综述,了解研究成果及其问题。同时,理清研究思路,制定相应研究方法。第二部分主要进行概念界定和梳理,对海外计划的含义、实施方式等进行论述。第三部分主要分析中国青年志愿者赴非服务项目开展的原因和具体情况,对中国青年志愿者赴非服务项目的基本情况有清晰的了解。第四部分主要在第三部分基础上来分析中国青年志愿者赴非服务项目的特点和作用。最后一部分,分析中国青年志愿者赴非服务项目的不足,并针对不足提出建议。
[Abstract]:The overseas Service Program for Chinese Young volunteers, also known as the Chinese Youth Volunteer Program for Foreign Aid, is a long-term key project jointly launched by the CPC Central Committee and the Ministry of Commerce in 2002. Designed to meet the needs of national diplomatic strategies and services for the people of the countries assisted... from May 2002 to September 2016, China has sent 679 young volunteers from overseas to 23 countries in Asia, Africa and Latin America, of which 5 are in Asia, 16 in Africa and 1 in America. In August 4th 2005, The government sent 12 young volunteers to Ethiopia for the first time to provide services in the areas of Chinese teaching, biogas development, agriculture and health care. It marked the official opening of a Chinese youth volunteer service program in Africa. On 2006, At the Beijing Summit of the Forum on China-Africa Cooperation, the Chinese Government pledged to send 300 young volunteers to Africa within three years. At this point, Chinese young volunteers have formally risen to the height of national will and strategy in non-African service projects. To date, China has sent 464 young volunteers to 16 African countries, including Ethiopia, Seychelles, Zimbabwe and Mauritius. A total of 33 times. As a new way of China's public diplomacy and a new way of China's foreign aid, Chinese young volunteers went to Africa to promote friendship between China and Africa and promote the development of recipient countries. Africa has become the main target of overseas programs, and Chinese young volunteers have played a positive role in visiting Africa as a new form of public diplomacy. In this paper, the Chinese young volunteers to non-service projects as the object of discussion, through four chapters of the overseas program and the basic situation of non-service projects, role and shortcomings are discussed. There is a clear understanding of the basic situation of Chinese young volunteers going to non-service projects. Part 4th mainly analyzes the characteristics and functions of Chinese young volunteers in non-service projects on the basis of the third part. This paper analyzes the shortage of Chinese young volunteers in non-service projects, and puts forward some suggestions.
