拉萨市公共自行车交通系统发展对策研究

【摘要】:21世纪初公共自行车在西欧国家兴起并在世界上主要国家得到极大的普及,我国的一些城市例如北京、上海、杭州、武汉、广州等也进行了相关的探索和实践,并初步取得了一定的成果。在2016年底,共享单车异军突起,凭借其私人运营、互联网+、信用租赁等优势,迅速占领了诸如北京、广州等一二线城市市场,极有对公共自行车取而代之之势。私人运营因为其追逐利润的本质所在,在带来了一些便利的同时,也存在很多限制。比如,共享单车的发展方向主要集中于大中型城市,对于人口基数、互联网普及程度等要件有着极高的依赖性。而就这些限制要素来说,拉萨对于共享单车项目的民营资本的吸引力是相对薄弱的,政府运营仍然是拉萨公共自行车项目的主要方式。自2013年末,拉萨市公共自行车交通系统上线以来,经过近三年的运行,取得了一定成绩,但同时也暴露出了很多问题,利用率不高首当其冲,其次是租赁站点的设置,不同租赁站点的存车数量等都与民众的现实需求之间存在误差,尤其值得注意的是,在之前的三年中,对于使用公共自行车的人群中,游客都占了一半以上的比例。拉萨作为以旅游业为主要支撑产业的城市,游客对于拉萨的重要性不言而喻。本文通过对拉萨市目前的公共自行车交通系统所呈现的问题以及弊端的分析,并基于新公共服务理论视角下进行分析问题所在的根本,以及对于共享单车优势的借鉴得出相应的改进措施。以期可以促进目前拉萨市公共自行车利用率不高的解决。
[Abstract]:In the early 21st century, public bicycles rose in western European countries and gained great popularity in major countries in the world. Some cities in China, such as Beijing, Shanghai, Hangzhou, Wuhan, Guangzhou, and so on, have also made relevant exploration and practice. At the end of 2016, sharing bicycles rose to the fore, and by virtue of their advantages of private operation, Internet, credit leasing, and so on, they quickly occupied the market in the first and second tier cities such as Beijing and Guangzhou. Private operations, because of their profit-seeking nature, have brought some convenience but also a lot of restrictions. For example, the development of shared bikes is mainly concentrated in large and medium-sized cities. Lhasa is highly dependent on such elements as population base, Internet popularity, and so on. But in terms of these restrictions, Lhasa's attractiveness to private capital sharing bicycle projects is relatively weak. The government operation is still the main way of the public bicycle project in Lhasa. Since the Lhasa public bicycle transportation system went online in late 2013, after nearly three years of operation, it has made some achievements, but at the same time it has exposed many problems. The low utilization rate bears the brunt, followed by the setting up of rental sites, the number of cars stored at different rental sites and the actual needs of the public. It is particularly noteworthy that in the previous three years, there has been an error between the number of cars stored at different sites and the actual needs of the public. Tourists account for more than half of the people who use public bicycles. Lhasa, a city where tourism is the main supporting industry, The importance of tourists to Lhasa is self-evident. Through the analysis of the problems and drawbacks of Lhasa's current public bicycle transportation system, and based on the perspective of the new public service theory, this paper analyzes the root of the problem. And the corresponding improvement measures for sharing bicycle advantage are put forward in order to promote the low utilization ratio of public bicycle in Lhasa.
