改革开放以来我国政府与市场关系的历史考察

【摘要】：政府和市场是经济活动中实现资源配置的两种基本手段,由于政府和市场实现资源配置的特点不同,适用的领域也不同,因此,如何处理好政府与市场的关系一直是我国经济发展和经济体制改革的核心问题。改革开放以来,我国在政府与市场关系问题上的坚持不懈的探索取得了阶段性的胜利,由高度集中的计划经济体制变革为社会主义市场经济体制,市场逐渐成为资源配置的决定性力量,但在全面深化改革、完善社会主义市场经济体制的新时期,我国政府与市场关系依然存在许多问题亟待解决。本文以党和国家重要文献为基础,对改革开放以来我国政府与市场的关系进行纵向的历史考察,揭示其演进过程和特点,总结经验教训,为当下正确处理二者关系提供参考和借鉴。本文共分为六部分。第一部分,绪论。介绍选题背景及意义、研究综述、研究方法和创新之处。第二部分,介绍马克思主义经典作家、西方经济学家对政府与市场关系的相关理论。第三部分,初步探索阶段,即改革开放初期在计划经济框架内引入市场调节的理论与实践。第四部分,重大发展阶段,即在社会主义有计划的商品经济体制下,计划与市场内在统一发展。第五部分,实质性突破阶段,即在社会主义市场经济体制下实行政府主导和市场基础性调节的有机结合。第六部分,全面深化改革的新阶段,即探索如何使市场在资源配置中起决定性作用与更好发挥政府作用实现最优结合。
[Abstract]:Government and market are two kinds of basic means to realize resource allocation in economic activities. Because the characteristics of government and market realize resource allocation are different, the fields of application are also different. How to deal with the relationship between government and market has always been the core problem of China's economic development and economic system reform. Since the reform and opening up, China's persistent exploration of the relationship between the government and the market has achieved a phased victory, changing from a highly centralized planned economy system to a socialist market economy system. The market has gradually become the decisive force in the allocation of resources, but in the new period of deepening the reform in an all-round way and perfecting the socialist market economic system, there are still many problems to be solved urgently in the relationship between the government and the market. Based on the important documents of the Party and the state, this paper makes a longitudinal historical investigation on the relationship between the government and the market since the reform and opening up, reveals its evolution process and characteristics, sums up the experience and lessons. It provides reference and reference for the correct handling of the relationship between the two. This paper is divided into six parts. The first part, introduction. Introduce the background and significance of the topic, research review, research methods and innovations. The second part introduces Marxist classical writers and western economists' theories on the relationship between government and market. The third part, the preliminary exploration stage, namely the theory and practice of market regulation in the framework of planned economy in the early stage of reform and opening up. The fourth part, the major development stage, namely, under the socialist planned commodity economy system, the plan and the market internal unity development. The fifth part, substantive breakthrough stage, that is, the organic combination of government leading and market basic regulation under the socialist market economy system. The sixth part, the new stage of deepening the reform in an all-round way, is to explore how to make the market play a decisive role in the allocation of resources and how to realize the optimal combination with better exerting the role of the government.
