村民理事会与政府的互动及其发展研究

【摘要】：近年来,随着行政管理体制改革的不断深入以及新农村建设的现实需要,村民理事会应运而生。村民理事会在联络官民、缓解干群信任危机,推动基层民主协商自治制度建立,提升村民参与农村自治水平等方面发挥着重要作用。但是,作为新兴的群众性自治组织,村民理事会在运行时面临着缺乏资金保障,理事会成员志愿失灵,组织运行机制不合理,人员人才流失,与政府互动处于被动等问题,导致部分工作难以开展。从长远发展来看,要充分认识到村民理事会和政府互动与发展的重要性和必要性,尽可能地优化地方政府与村民理事会的互动关系,从而使农村基层民主制度和农村基层治理体系更完善,这将为农村社会创新化管理探索出一条新路。
[Abstract]:In recent years, with the deepening of administrative system reform and the practical needs of new rural construction, the villagers' council emerged as the times require. The villagers' council plays an important role in liaison with the people, alleviating the crisis of trust between cadres and the masses, promoting the establishment of democratic consultation autonomy system at the grass-roots level, and promoting villagers' participation in rural autonomy. However, as a new mass autonomous organization, the villagers' council is faced with problems such as lack of fund guarantee, voluntary failure of the members of the council, unreasonable operating mechanism of the organization, brain drain, passive interaction with the government, and so on. As a result, part of the work is difficult to carry out. In the long run, we should fully recognize the importance and necessity of the interaction and development between the villagers' council and the government, and optimize the interaction between the local government and the villagers' council as far as possible. Thus make the rural grass-roots democratic system and rural grass-roots governance system more perfect, which will explore a new way for rural social innovation management.
