新时期我国公民责任意识培育研究

【摘要】：本文在借鉴和参考国内外公民责任研究的理论成果的基础上,结合我国改革开放前后公民责任意识的变化,以马克思主义唯物史观为理论指导,阐述了公民责任意识变化的原因以及公民责任意识培育对于“中国梦”的实现、对良好社会氛围的形成、对全民素质教育的提高有重要意义,针对公民责任意识培育的主要内容和途径提出了一些建议和想法。改革开放后在中国共产党的领导下我国公民解放思想、实事求是,创造了举世瞩目的经济成果,公民对个体权利的维护和责任的履行有了明确的认识。但是面临新的事物、新的状况,各方面存在的问题也逐渐暴露了出来。公民对于个人利益的过分看重、公民的社会道德观念下滑、公民的责任意识错乱等问题都不利于社会主义和谐社会的构建。新时期,公民责任意识的有效培育对于各项实际工作的开展、良好社会氛围的营造具有重要的作用。公民责任意识是公民对于承担的义务有明确的概念和理解并且内化为行为规范和准则。它对于促进社会成员之间的和谐有重要作用,是社会和谐、发展的必然要求。培育和提高公民的责任意识对于“中国梦”的早日实现、构建社会主义和谐社会、实现国家的现代化建设、调控社会道德体系、全面推进素质教育都有重要意义。本文主要阐述了以培育社会主义公民意识、增强公民道德、培养公民能力、塑造社会主义公民文化为主要内容的公民责任意识的培育。并针对培育公民责任意识,从广泛进行公民责任教育、深入开展公民责任实践活动、营造良好的社会氛围、提供法律支持与政策保障等方面提出了具体的措施。
[Abstract]:On the basis of drawing lessons from and referring to the theoretical achievements of the research on civil responsibility at home and abroad, this paper combines the changes of the consciousness of civic responsibility before and after the reform and opening up in China, and takes Marxist historical materialism as the theoretical guide. This paper expounds the reasons for the change of citizen's responsibility consciousness, and the cultivation of citizen's responsibility consciousness is of great significance to the realization of "Chinese Dream", the formation of good social atmosphere, and the improvement of the quality education of the whole people. This paper puts forward some suggestions and ideas on the cultivation of civic responsibility consciousness. After the reform and opening up, under the leadership of the Communist Party of China, Chinese citizens emancipated their minds, sought truth from facts, created economic achievements that attracted worldwide attention, and citizens had a clear understanding of the protection of individual rights and the implementation of their responsibilities. But in the face of new things, new conditions, all aspects of the existing problems are gradually exposed. It is not good for the construction of a harmonious socialist society to pay too much attention to the personal interests of the citizens, the decline of the citizens' social moral concept and the confusion of the citizen's sense of responsibility. In the new period, the effective cultivation of civic responsibility consciousness plays an important role in the development of practical work and the construction of a good social atmosphere. The sense of civic responsibility is that citizens have a clear concept and understanding of their obligations and internalize them into norms and norms of conduct. It plays an important role in promoting harmony among social members and is the inevitable requirement of social harmony and development. Cultivating and improving citizen's responsibility consciousness is of great significance for the early realization of "Chinese Dream", the construction of socialist harmonious society, the realization of national modernization, the regulation of social moral system, and the promotion of quality education in an all-round way. This paper mainly expounds the cultivation of civic responsibility consciousness, which mainly includes cultivating socialist civic consciousness, strengthening citizen's morality, cultivating citizen's ability and shaping socialist citizen's culture. In order to cultivate the sense of civic responsibility, this paper puts forward some concrete measures, such as carrying out the education of civic responsibility extensively, carrying out the practical activities of civic responsibility deeply, creating a good social atmosphere, providing legal support and policy guarantee, and so on.
