【摘要】：新中国成立以来,我国林业在探索中前进,在改革中开展。尤其是通过上世纪末近20多年的开展,我国林业产业形态相较以前正在发生转变,林业的生产运营过程^u始从单纯被动式的资源运用型产业转变成以资源定向为根基的主动型资源生产、^u发和运用型产业,使林业运营目标、林业组织形式、林业价值实施完成途径发生重大变革,林下经济的开展与此背景息息相干。如何正确引导社会力量对林下经济产业的参与、如何规范对林下经济产业的参与行为和如何对社会参与进行科学管理使林下经济健康有序开展,己经受到我国政府部门的重视。各林业重点工程对环境方面产生了正面影响,但是封山育林、停止采伐对森工企业运营、林区农民生计、地方税收造成负面影响,仅仅每年投入到当地林地资源的管理和维护上的费用就非常巨大,可以说是一个不小的负担。针对这个问题如何去解决,我国各级政府部门都在进行积极的、有意义的思考和探究。他们充分认识到大力发展林下经济项目是林业防护工程的重中之重,因为林下经济发展的前提是对林木资源不造成严重破坏,而且是一种可替代、可持续发展的重要手段和途径。关于怎样在以林养林、大力发展可持续经济、可循环模式的前提下,大力保护好国家绿色生态工程带来的阶段性胜利果实的问题上,我国各个领域均有初步的成果。
[Abstract]:Since the founding of the people's Republic of China, China's forestry industry has advanced in exploration and reform, especially through the nearly 20 years of development at the end of 0th century. The production and operation process of forestry began to change from the purely passive resource utilization industry to the active resource production based on resource orientation, and to develop and use the industry, so as to make the forestry operation target. In the form of forestry organization, the way to complete the implementation of forestry value has undergone major changes, and the development of understory economy is related to the background interest. How to correctly guide the participation of social forces in the understory economic industry. How to standardize the participation behavior of understory economic industry and how to carry on the scientific management to the social participation to make the undergrowth economy develop healthily and orderly. The key forestry projects have had a positive impact on the environment, but closed forests, stop logging on the operation of forest industry enterprises, forest farmers livelihood. Local tax has a negative impact on the management and maintenance of local woodland resources. It is a huge burden. How to solve this problem. All levels of government departments in China are actively and meaningfully thinking and exploring. They fully realize that vigorously developing economic projects under forest is the most important of forestry protection projects. Because the premise of understory economic development is not to cause serious damage to forest resources, but also is an alternative, an important means and means of sustainable development. On the premise of recycling mode, there are preliminary achievements in every field of our country on the problem of protecting the stage victory fruit brought by the national green ecological project.
