【摘要】:国家治理现代化是中国共产党立足中国特色社会主义基本国情和经济社会发展的阶段性特征,在继承改革开放39年来社会主义现代化建设成功经验、借鉴西方治理文明有益成果的基础上提出的重大理论命题与国家发展战略,是中国共产党人不断探索现代化、求解现代化的最新成果,堪称中国的第五个“现代化”。思想政治教育作为中国共产党的政治优势与优良传统,始终是我国经济工作和其他一切工作的“生命线”与“中心环节”;作为培养人和塑造人的一项教育活动,始终是培育中国特色社会主义合格建设者与可靠接班人的重要方式与前沿阵地,在中国革命、建设与改革过程中发挥独特的功能作用。国家治理现代化的提出与推进,使思想政治教育的环境语境与服务主题发生深刻变化,传统思想政治教育功能已经很难全面系统地适应和满足现代社会发展需求,思想政治教育功能转换命题由此而生。国家治理现代化视域下思想政治教育功能转换,是思想政治教育积极回应国家治理现代化、服务国家治理现代化,推动自身现代发展的理论尝试与实践探索,已经成为思想政治教育领域一个极其重要的紧迫性、前沿性研究课题。文章以马克思主义基本立场、观点、方法为指导,综合采用历史与逻辑相结合、规范与经验相结合、系统论分析和多学科交叉等研究方法,以国家治理现代化与思想政治教育的基本理论和内在关联为切入点,深入探讨和分析国家治理现代化视域下思想政治教育功能转换的核心要素与关键变量,力求建构思想政治教育功能转换体系,强化其在国家治理现代化中的战略地位与功能保障作用。具体而言,论文研究在结构安排上主要分为五大部分七个章节:第一部分:研究的简述介绍,即第一章内容。主要介绍文章的选题背景及意义、国内外学术界关于国家治理现代化与思想政治教育功能转换的以往研究成果、论文研究思路与方法以及论文的创新与不足等,形成对文章的整体性概括。第二部分:研究的理论逻辑,即第二章内容。主要对国家治理现代化的词源进行考证并准确界定其概念,分析其本质特征与重大意义;对思想政治教育的本质属性、基本特征与重要功能进行全面解析,并以此为基础,深刻揭示国家治理现代化与思想政治教育的内在关联性,强调国家治理现代化视域下思想政治教育功能转换的重要性,为后续章节研究奠定理论基础。第三部分:研究的历史逻辑,即第三章内容。主要梳理和归纳马克思主义经典作家、中国古代儒家、法家、道家等主要学派代表人物关于国家治理中思想政治教育功能的思想观点,以及中国社会主义革命建设时期与改革开放时期关于国家治理视域下思想政治教育的“思想统领”功能与“思想管理”功能的理论成果。这些思想观点与理论成果直接或间接地为国家治理现代化视域下思想政治教育功能转换提供重要指导、启示和借鉴。第四部分:研究的现实逻辑,即第四章内容。主要坚持以问题意识为导向,对国家治理现代化背景下思想政治教育功能发挥的现实困境进行分析,指出思想政治教育功能面对复杂的国家治理现代化环境,缺乏学科体系系统潜质研发的支撑,受到封建文化与西方文化的消解,已经滞后于国家治理现代化需求,必须进行自我调整与转换。同时,中国化马克思主义理论的时代发展、思想政治教育学科创新的现实召领、国家多元治理主体能力培育的现实需求以及国家治理现代化提供的政策制度保障等,为思想政治教育功能转换提供重要机遇与可行条件。第五部分,研究的体系逻辑,即第五、六、七章内容。主要坚持以创新意识与体系意识为导向,在对上述现实困境与转换机遇进行深刻反思的基础上,尝试建构思想政治教育功能转换体系,主要包括其转换机理、内蕴价值、实现路径等内容。其中,思想政治教育功能转换的本质在于批判继承基础上的创新,要素结构的系统性升级与客体性服务的价值实现,旨在使自身富有鲜明的治理特色,建构现代“思想治理”功能,彰显其在整合与净化社会主义意识形态领域、解读与传播国家治理现代化核心价值理念、培养与提升国家治理现代化主体素质中的重要价值,并从创新发展理念、优化社会环境、夯实学科体系、建构评价指标体系等方面探索其实现路径,推动其螺旋式升级与渐进式发展。总之,国家治理现代化是当前中国特色社会主义发展的崭新命题,是思想政治教育服务的时代主题,思想政治教育必须围绕国家治理现代化的基本价值理念、运行规律与战略需求开展功能转换工作。同时,思想政治教育功能转换是一项复杂的系统工程,不可能一蹴而就,思想政治教育工作者必须具备高度的理论自觉性与实践探索性推进其稳步有序实现。
