【摘要】：随着我国社会经济的快速发展以及全球化进程的不断深入,我国的各项事业建设已经步入到了深化改革的关键时期,新时期全新的发展形势也为我国的社会管理提出了更为严格的要求。党的十八届三中全会提出“紧紧围绕更好保障和改善民生、促进社会公平正义深化社会体制改革,改革收入分配制度,促进共同富裕,推进社会领域制度创新,推进基本公共服务均等化,加快形成科学有效的社会治理体制,确保社会既充满活力又和谐有序。”①社会管理是现代社会实现自身科学发展的基本条件,而思想政治工作则是维系社会管理工作持续创新、不断提升时效性的重要基石。中国是一个发展中的东方大国,面对这样一个拥有十三亿人口,经济发展快速、社会多种矛盾并存的基本国情,可以说我国的社会管理任务尤其艰巨。改革开放以来,我国在经济建设方面取得了为世界瞩目的辉煌成就,一个“老牌”国家再一次成为了世界的“新星”,然而在取得优异成绩的同时,也暴露出了我国社会管理方面的诸多问题,发展迟缓、创新不足已经成为社会管理滞后于社会发展进程的重要原因。多年来,由于紧抓经济建设,我国各地区部分政府片面地理解了“以经济建设为中心”的指导思想,只注重经济效益而忽略了自身社会管理责任的履行。社会管理职能长期被忽视,未能广泛联合社会力量构建起多管齐下的连同社会管理模式,特别是对于社会管理中的思想政治工作的重要性认识不足,未能将思想政治工作的教育优势与社会管理进行巧妙地融合,致使思想政治工作未能在社会管理的过程中发挥出强大的教育优势,也使社会管理严重地滞后于社会的发展。思想政治工作是社会管理的软性手段,社会管理无法脱离思想政治的辅助而单方面进行。我国要想抓住重要的发展机遇,并确保社会群众在这一转型期能够端正思想,积极地参与到广泛的社会管理中来,就必须要将思想政治工作融入到社会管理中去。本文总体分为六个部分：第一部分,引言,这一部分主要交代了问题提出的缘由、研究意义,具体包括研究的理论意义以及研究的现实意义,对于本课题的研究现状进行了基本的梳理,对于国际、国内的相关研究做出了基本的论述,同时提出了本课题的研究思路、方法、创新与不足之处,从而为后续的研究做好充足的准备。第二部分,思想政治工作与社会管理理论分析,这一部分首先对思想政治工作的相关理论做出了概述,介绍了思想政治工作的由来、思想政治工作的内涵、思想政治工作的特征与本质以及思想政治工作的实效性；其次对于社会管理进行了概述,论述内容包括社会管理的概念、社会管理的职能、社会管理的创新以及社会管理的手段与方式四个方面；提出了论题研究的理论依据,即马克思社会管理理论、马克思人学理论、列宁思想政治工作理论、毛泽东正确处理人民内部矛盾的理论,以及中国特色社会主义理论体系中的思想政治工作的理论,从而为论题的研究扫清理论上的障碍。第三部分,思想政治工作与社会管理的关系,主要阐述了思想政治工作与社会管理创新的区别与联系,在区别方面主要提出了所属范畴存在差异性、实践过程存在差异性以及工作着眼点存在差异性,在关联方面主要提出了工作对象的一致性、学科基础的同源性以及最终目标的契合性,从而对二者的关系进行了全新的定位。第四部分,思想政治工作在社会管理中应用的重要性,这一部分主要介绍了思想政治工作在社会管理中的作用,包括价值导向、激励开发、精神凝聚、社会调节以及社会预警,同时介绍了思想政治工作在社会管理中的地位与现实需要,重申了思想政治工作在社会管理中应用与创新的重要意义。第五部分,思想政治工作在社会管理中应用的现状及存在问题的原因,首先介绍了思想政治工作在社会管理中应用取得的成就,包括促进了市场经济的健康快速发展、保障了社会民主政治的良好运行、确保了先进文化的发展方向以及推动了和谐社会的建设进程,同时介绍了当前存在的问题,主要从理念、方法、内容、载体以及机制等方面对于思想政治工作在社会管理中应用的现状进行了论述,对于问题的成因进行了深刻的反思,包括对于社会管理中思想政治工作的重要性认识不足、操作性不强以及缺乏创新性等等,从而为下一部分对策的研究指明方向。第六部分,思想政治工作在社会管理中的创新。这一部分是文章的重点,阐述了思想政治工作在社会管理中创新的基本原则,在此基础之上提出了思想政治工作在社会管理中创新的路径,对于具体的发展对策做出了清晰地阐述,以期开创思想政治工作现代化新局面,不断提升我国社会管理的科学化水平。
