【摘要】：在我国社会结构深刻变动、思想观念深刻变化、经济体制深刻变革的新形势下,在世界各国思想文化互相碰撞并对我国的主流价值观造成冲击的背景下,党的十八大从“国家、社会、个人”三个层面明确提出了社会主义核心价值观的基本内容。社会主义核心价值观是全党、全国人民面对各种复杂形势的思想武器,是引领社会思潮、凝聚社会共识的强大力量。公务员“全心全意为人民服务,接受人民监督”的职责定位,决定了公务员与人民群众有着天然的血肉联系,青年公务员大多是战斗在一线工作岗位的共产党员,在人民群众当中具有强大的号召力和凝聚力。加强青年公务员社会主义核心价值观培育意义重大,因为它与党的事业的兴衰成败、我国意识形态建设及社会主义国家政权的稳固息息相关。当前,青年公务员社会主义核心价值观培育在增强认知、深化认同及组织领导方面取得了一定成绩,但也存在不容忽视的问题:缺乏主动性、缺乏科学性、缺乏实践性。本文立足于问题,从原因分析着手,提出对策建议。加强青年公务员社会主义核心价值观培育,要坚持理论培育与践行培育相统一、主体培育与自我培育相配合、现代文化与传统文化相融合的基本原则;要建立长效学习、奖惩激励、科学考核的保障机制;要不断拓展培育的有效途径,探索“分类指导”的新方式、发挥培训教育的主渠道作用、增强社会实践的渗透作用、突出典型榜样的激励作用;要深入推进反腐倡廉建设、加强公民思想道德建设和互联网监管工作,为青年公务员社会主义核心价值观培育创造优良的社会环境。
[Abstract]:Under the new situation of profound changes in social structure, profound changes in ideology and concept, and profound changes in economic system, and under the background of the collision of ideology and culture among countries all over the world and the impact on the mainstream values of our country. The 18 Party Congress clearly put forward the basic content of the socialist core values from the three levels of "country, society and individual". The socialist core values are the whole party. The ideological weapon of the people of the whole country in the face of various complicated situations is a powerful force leading the social trend of thought and condensing social consensus. Civil servants serve the people wholeheartedly and accept the supervision of the people. Decided that civil servants and the people have natural flesh and blood ties, young civil servants are mostly fighting in the front-line jobs of Communist Party members. It is of great significance to strengthen the cultivation of the socialist core values of young civil servants because it is of great significance to the success or failure of the cause of the Party. The ideological construction of our country is closely related to the stability of the socialist state power. At present, the cultivation of socialist core values of young civil servants has made certain achievements in enhancing cognition, deepening identification and organizing leadership. But there are also problems that can not be ignored: lack of initiative, lack of science, lack of practicality. To strengthen the cultivation of socialist core values of young civil servants, we should insist on the unity of theoretical cultivation and practice cultivation, and the coordination between subject cultivation and self-cultivation. The basic principle of the integration of modern culture and traditional culture; To establish a long-term learning, rewards and punishment incentives, scientific assessment of the security mechanism; We should continue to expand the effective ways of cultivation, explore new ways of "classified guidance", give play to the main role of training and education, enhance the penetration of social practice, and highlight the role of typical role models. It is necessary to promote the construction of anti-corruption and clean government, strengthen the ideological and moral construction of citizens and the supervision of the Internet, and create an excellent social environment for the cultivation of the socialist core values of young civil servants.
