我国新的社会阶层思想引导工作的路径与方法研究

【摘要】：随着改革开放的深入推进、社会主义市场经济体制的确立与不断完善,我国户籍管理制度日渐宽松,原有的比较刚性的“两阶级一阶层”的社会结构格局逐渐分化、消解,社会流动性日益增强。与此同时,就业结构、城乡社会结构和产业结构不断变革与调整,社会资源开始在全社会范围内自由流动并重组,社会阶级阶层结构逐渐进行交互裂变与分化重组。在这种社会背景条件下,包括民营科技企业的创业人员和技术人员、受聘于外资企业的管理人员和技术人员、个体户、私营企业主、中介组织的从业人员、自由职业人员等在内的新的社会阶层大量涌现出来。新的社会阶层不仅在加快经济社会发展、推动民主政治建设、促进社会主义文化繁荣等方面发挥着举足轻重的作用,而且对于巩固和发展爱国统一战线、巩固党的阶级基础、扩大党的群众基础、构建社会主义和谐社会等具有十分重要的意义。然而值得注意的是,面对当前纷繁复杂的社会发展形势,尽管新的社会阶层在政治思想方面表现出来的思想主流是积极健康的,但仍有相当一部分新的社会阶层人士对党和国家缺乏政治信任,对我国社会主义制度缺乏政治信仰,并且其思想行为与当前我国社会所大力倡导的社会主义核心价值观严重相悖。此外,新的社会阶层内部异质性愈加明显,社会各阶层之间的矛盾和利益冲突日益突出,社会整合的难度空前加大。这些既给我国统战工作提出了严峻的挑战,也成为新世纪新阶段加强新的社会阶层思想引导工作的现实依据。“阶层是执政党的第一政治资源”[1]。所以,必须充分发挥统一战线的重要法宝作用,针对新的社会阶层的思想实际及其存在的问题,加强对新的社会阶层的思想引导,增进共同的思想政治基础,引导新的社会阶层健康成长和非公有制经济健康发展。通过不断凝聚共识、汇聚力量,为巩固党的执政基础、扩大党的群众基础、构建社会主义和谐社会和实现中华民族伟大复兴的中国梦提供广泛的智力支持和力量源泉。
[Abstract]:With the deepening of reform and opening up, the establishment and continuous improvement of the socialist market economy system, the household registration management system of our country is gradually loosening, and the original social structure of "two classes and one stratum", which is rather rigid, is gradually divided and eliminated. At the same time, the structure of employment, the social structure of urban and rural areas and the industrial structure are constantly changing and adjusting, and social resources begin to flow freely and reorganize in the whole society. The social class and stratum structure is gradually divided and reorganized. Under this social background, the entrepreneurs and technicians of the private scientific and technological enterprises, the managers and technicians employed by the foreign-funded enterprises, and the self-employed individuals, A large number of new social strata, including private business owners, practitioners of intermediary organizations, freelancers, and so on, have emerged. The new social strata are not only speeding up economic and social development, but also promoting the construction of democracy and politics. It plays an important role in promoting the prosperity of socialist culture and plays an important role in consolidating and developing the patriotic United front, consolidating the class foundation of the Party, and expanding the mass base of the Party. It is of great significance to build a harmonious socialist society. However, it is worth noting that in the face of the current complicated social development situation, although the new social class in the political and ideological aspects of the mainstream of thought is positive and healthy, However, there are still a considerable number of new social strata who lack political trust in the Party and the state and lack of political belief in our socialist system. Besides, the internal heterogeneity of the new social stratum is becoming more and more obvious, and the contradictions and conflicts of interest among the social strata are becoming increasingly prominent. The difficulty of social integration is becoming more difficult than ever. These have not only posed a severe challenge to the United front work in our country, but also become the realistic basis for strengthening the ideological guidance work of the new social stratum in the new century and new stage. "the stratum is the first political resource of the ruling party" [1]. We must give full play to the important role of the United front as a magic weapon, strengthen ideological guidance to the new social strata and enhance their common ideological and political basis, in view of the ideological reality of the new social strata and their existing problems. To guide the healthy growth of the new social class and the healthy development of the non-public sector of the economy. Through the continuous convergence of consensus and the pooling of strength, in order to consolidate the party's ruling foundation and expand the party's mass base, Chinese Dream, who builds a harmonious socialist society and realizes the great rejuvenation of the Chinese nation, provides extensive intellectual support and source of strength.
