【摘要】：从古到今，如何提高全体国民的综合素质，，都是人们关心和关注的热门话题，我国历代先贤都提出了与其时代特征相吻合的所谓国民素质发展对策和策略。提高我国的国民素质，是中国共产党和其领导下的各级党委政府的一项极为重要的战略任务，特别是社会主义市场经济的确立和发展，全球化的不断推进，更需要增强对经济社会发展起重要作用的国民素质的发展。自新中国成立以来，我们党和国家领导人，结合马克思主义经典著作中的国民素质思想和中国的具体国情，提出要加强国民素质建设。本文就是基于这种国际发展形势和趋势，结合新时期我国国民素质研究理论的发展，针对我国现阶段国民素质方面认识和研究中出现的问题，探究我国国民素质研究方面的理论突破，总结其研究特征，试图在博采众长的基础之上，对国民素质研究有新的展望。本文分为三章论述完成，第一部分是对新时期国民素质问题研究的概述。这一部分主要概述了中国共产党十一届三中全会以来，在我国经济、政治、文化、科技等诸多方面得到大发展的基础上，我国相关领域的专家学者为了提高我国国民素质所进行的的刻苦钻研和研究。我国现在已经基本构建了国民素质理论体系整个的框架，但是内容还很不完善，仍然需要进一步的深入研究，专家学者们出版了一批高水平的理论著作，国民素质理论体系日趋完善，社会主义现代化建设与国民素质均和发展等等。第二部分主要探讨新时期国民素质问题研究理论的突破。在总结之前国民素质研究成果的基础之上，国民素质学这一学科应运而生。这一时期的理论突破主要表现在《国民素质学》的学科创建；国民素质均衡发展理论建构；素质文化研究的兴起。第三部分主要是总结国民素质问题存在的不足并且简单的对中华民族文明素质做了简单的概述。新时期国民素质的研究可谓浩如烟海，如果不加以梳理和总结，得出研究特征、并分析其不足，我们的研究就会陷入无头绪的状态。本部分就是在总结素质问题研究特征和其存在的不足的基础上，展望出国民素质问题研究的新视角。
[Abstract]:From ancient to present, how to improve the comprehensive quality of all the people is a hot topic that people care about and pay close attention to. Chinese forefathers and sages have put forward measures and strategies for the development of the so-called national quality consistent with the characteristics of their times. Improving the national quality of our country is an extremely important strategic task of the Communist Party of China and the Party committees and governments at all levels under its leadership. In particular, with the establishment and development of the socialist market economy and the continuous advancement of globalization, it is even more necessary to enhance the development of the national quality, which plays an important role in economic and social development. Since the founding of New China, our party and state leaders, Combining the thought of national quality in Marxist classic works and the specific national conditions of China, the author puts forward that the construction of national quality should be strengthened. This article is based on this international development situation and trend, combined with the development of national quality research theory in the new period. In view of the problems existing in the study of the national quality in China at present, this paper probes into the theoretical breakthrough in the research of the national quality, summarizes the characteristics of the research, and attempts to have a new outlook on the study of the national quality on the basis of the extensive study of the national quality. This paper is divided into three chapters, the first part is an overview of the study of the national quality in the new period. This part mainly outlines the economic, political and cultural aspects of China since the third Plenary session of the Eleventh Central Committee of the Communist Party of China. On the basis of the great development of science and technology and so on, experts and scholars in related fields in our country have studied and studied assiduously in order to improve the quality of our people. Now, China has basically constructed the whole framework of the theoretical system of national quality. However, the content is still far from perfect, and it still needs further in-depth research. Experts and scholars have published a number of high-level theoretical works, and the theoretical system of national quality has become increasingly perfect. The second part mainly discusses the breakthrough of the research theory of the national quality in the new period. On the basis of summarizing the achievements of the national quality research before, The subject of national quality came into being. The theoretical breakthrough in this period is mainly manifested in the establishment of the subject of "National quality Science", the construction of the theory of balanced development of national quality, and the establishment of the theory of "National quality Science". The third part is to sum up the problems of national quality and simply summarize the quality of Chinese civilization. If we do not comb and summarize, get the characteristics of the research, and analyze its shortcomings, our research will fall into a state of confusion. This part is on the basis of summarizing the characteristics of quality research and its shortcomings. The author looks forward to a new angle of view for the study of national quality.
