【摘要】：作为哲学社会科学领域最难把握的概念之一,意识形态总是与理论与实践、价值与理性、维护与批判等多维度地交织在一起,关乎政党的前途命运、国家的长治久安、民族的凝聚力和向心力。在社会主义革命、建设和改革发展的过程中,“意识形态建设”从来都是一个关系党和国家全局、并被高度重视的重大理论和实践问题。新中国成立六十多年来,意识形态宣传和教育工作的对象、范围、方式、载体和环节均发生了很大变化,但意识形态工作的根本任务和根本目标没有变,也不能变。习近平总书记在2013年8月19日全国宣传思想工作会议上对意识形态工作的重要地位和作用作了深刻阐述,强调经济建设是党的中心工作,意识形态工作是党的一项极端重要的工作。以往的历史经验表明,强大的意识形态力量是稳定社会、凝聚民心和保障发展的“助推器”,对整个国家和社会具有根本性、全局性和战略性的重要意义,而牢牢掌握意识形态话语权则是真正发挥主流意识形态引领—提升功能、解释—改造功能、整合—凝聚功能、维护—批判功能,在新的历史条件下做好意识形态工作的基本要求。 本文以马克思主义意识形态理论为指导,将中国改革开放以来社会主义建设和改革运动的实践进程作为宏大的历史背景,将意识形态建设这一实践活动本身作为考察对象,对改革开放以来我国意识形态话语权演变的实践历程、基本走向和产生动因进行了尝试性考察和分析,重点分析了改革开放以来我国意识形态话语权面临的国际、国内挑战以及自身存在的话语局限,最后尝试性地提出我国建构意识形态话语权的相应对策和解决路径,从而在历史动态中把握改革开放以来我国意识形态话语权建设的整体态势和运作逻辑。 首先,对中国特色社会主义建设和改革进程中的意识形态话语权建设的基本理论问题予以厘清和概括。这一部分的内容主要集中在本文第一、二章。弄清概念和内涵本身是进行问题研究的逻辑前提。意识形态话语权问题的研究离不开三个基本概念,即“意识形态”、“话语权”以及“意识形态话语权”。对意识形态和意识形态话语权基本内涵的深入挖掘,对意识形态话语权与其他主要话语权类型关系的认识厘清,可以帮助我们更好地理解意识形态话语权问题。本文将“意识形态话语权”问题视作一种国际现象和世界运动,探究“意识形态话语权”在西方学者视野中的理解和认识,从马克思主义经典作家的论述中追溯“意识形态话语权”的哲学基础和理论渊源,并从对理论的认真梳理和全面分析中把握中国共产党语境中“意识形态话语权”的本质属性。 其次,对改革开放以来我国意识形态话语权演变的整体态势进行梳理和分析。改革开放以来,随着社会主义建设和改革的进程不断加快,意识形态话语权的构成要素,即话语主体、话语主题和话语载体也发生了历史性的变革。文章对马克思主义意识形态话语权在中国的历史演进作了整体概括,接着从话语“身份门槛”的变迁、新媒介开启新的话语平台、话语的强制性色彩走向淡化、话语方式的“流行语”特征渐显等四个方面分析了改革开放以来我国意识形态话语权演变的具体表现,然后将这种演变归因于社会结构和社会关系的深刻变化、市场经济的大力推进与利益格局的剧烈分化、传统观念的迅速瓦解与文化价值的多元共存等。 再次,对改革开放以来我国意识形态话语权面临的话语挑战进行分析和判断。从国际来看,国际共运低潮给马克思主义带来的污蔑与非难、全球化背景下的西方话语霸权、信息化时代西方网络意识形态话语攻势等都是西方试图对我国进行全方位、多层次、多角度意识形态侵略与渗透,企图动摇我国民众的马克思主义信仰和社会主义信念,消解马克思主义意识形态影响力、凝聚力和向心力的重要策略和手段。从国内看,各种非主流话语、多样化社会思潮、消解马克思主义的多种错误倾向等严重挤压着马克思主义的话语空间,使马克思主义话语面临式微和弱化的危险。马克思主义话语优势与社会主义现实形态的客观差距、马克思主义话语议程设置的欠合理性以及话语表达本身存在的困难等都是我国意识形态话语权存在的自身局限,严重影响了马克思主义在人们心目中的形象和地位,使马克思主义意识形态社会整合功能的发挥受到极大限制。 然后,在清醒认识建构我国意识形态话语权重要性的基础上,提出对话与坚守、继承与创新、包容与批判三个建构意识形态话语权必须坚持的基本原则。 最后,尝试性地对当前我国建构意识形态话语权提出相应的解决对策。这一章是本文的落脚点和归宿。在对当前我国意识形态话语权主要特点的概括总结基础上,阐明中国共产党的理论自觉,即学习、运用和发展马克思主义意识形态理论的自觉性在建构意识形态话语权中的地位和作用,然后从关注话语主体、设置话语主题、创新话语载体等方面提出具体的应对路径。
