【摘要】：精神状态是建立在一定的经济社会发展基础之上,反映经济社会发展状态、结构与趋势,影响经济社会发展目标实现的精神综合体。有什么样的经济社会现状,就会产生什么样的精神状态;反之,建立什么样的经济社会发展蓝图,就需要培育什么样的精神状态与之相适应。“小康”是古代思想家描绘的社会理想模式,是普通百姓对富裕安定生活的美好向往。当代中国,小康社会是中国特色社会主义的阶段性目标,是社会主义初级阶段的一个重要发展阶段,是实现中华民族伟大复兴中国梦的重要台阶,是实现国家富强、民族振兴、人民幸福的美好愿景。小康社会精神状态是立足当代中国全面建成小康社会的时代背景,对执政党和全社会精神状态的新要求。本文对小康社会精神状态的研究除了在精神状态基本理论部分涉及个体精神状态的属性、特征、形成机理等问题,总体研究是阐述小康社会精神状态的基本理论问题;我国提出和推动小康社会建设进程中全党、全社会精神状态的发展变化,特别是全面建成小康社会决胜阶段精神状态方面的问题;全面建成小康社会的精神状态构想和培育策略。本文包括引言部分、正文共五章以及结论,具体内容如下:引言部分主要阐述了小康社会精神状态论研究的缘起,相关问题的研究现状及评述,研究思路与研究价值等。第一章,重在解决小康社会精神状态的基本理论问题。本章首先从梳理“小康”的概念由来、语义变迁和现代理解,将“小康社会”的时间范畴限定在改革开放以来,伴随着我国社会主义现代化建设的发展,提出的小康社会建设的各个历史阶段;其次,从词源学和多学科应用角度以及马克思主义唯物史观的理论阐释,全面讨论精神状态的一般释义和本文对精神状态概念界定。全面揭示精神状态的本质、结构及特征和功能。再次,通过对马克思主义经典作家的精神状态理论做系统考察和通过梳理中西方思想家对未来理想社会设计的基本观点,从中发现与理想社会相匹配的精神状态预期,从而论证一定的理想社会都伴随着一定的精神状态预期。第二章,本章论述了小康社会精神状态的内涵、结构与功能。指出,小康社会精神状态是与中国特色社会主义阶段性特征与发展目标相适应的,集中反映中国共产党的执政目标与全体社会成员共同利益的精神风貌,是国家、民族精神状态、执政党精神状态与社会成员精神状态的高度统一。小康社会精神状态包括执政党的精神状态和社会成员精神状态。执政党的精神状态主要表现为坚定的理想信念、牢固的宗旨意识、高尚的道德情操、严明的纪律、敢于担当的责任意识和好学上进的政治自觉;社会成员的精神状态主要表现为爱国敬业、诚实劳动、遵纪守法、艰苦奋斗、文明互助等。小康社会精神状态是实现物质小康和党的建设、精神文明建设的精神动力。第三章,本章从改革开放以来我国建设小康社会各阶段的经济、政治、文化发展特征和目标入手,按照改革进程顺次探讨了小康社会发展各阶段社会精神状态发生的变化,主要包括从小康目标确定到“新三步走”战略提出所经历的党的工作重心转移与精神禁锢破除,小康目标提出与精神状态确立,小康目标的初步实现与社会风气改观和市场经济体制的确立与观念转变,向总体小康跨越与精神状态转变,“新三步走”战略与精神状态提升等特征。论证了精神状态与社会发展存在共进关系,即一定的社会存在产生一定的精神状态,一定的社会存在也呼唤着特定的精神状态。第四章,本章侧重分析了党员干部和社会成员精神状态的突出问题及成因。党员干部精神状态的核心问题是精神懈怠,集中表现为理想信念不坚定,公仆意识淡薄,学习意识和动力不足,解放思想不力,形式主义、官僚主义、享乐主义、奢靡之风等作风问题突出等,其成因主要是党内生活松散、学习风气不浓、党内和群众监督薄弱等影响。怀疑焦虑已成为当今社会成员精神状态问题的时代症候,表现为不断蔓延的普遍怀疑的情绪、不断增长的阶级矛盾冲突、不断减弱的幸福感、不断涌现的病态社会心理等,其成因主要是社会阶层分化、利益分配差距过大、多元文化影响以及榜样失范等。一些西方国家试图以互联网强大传播力量为媒介、以党政官员和学术精英为主要对象、以公众普遍关注的问题为焦点,通过经济、政治、文化、新闻、娱乐等多种形式进行全方位的意识形态渗透也是重要的影响因素。第五章,本章以中国共产党精神状态培育和提升的历史经验和党的十八大以来全面建成小康社会的新目标、新要求为依据,提出了全面建成小康社会应该具备的几种精神状态,即高举旗帜、坚定不移的根本性精神状态,解放思想、改革开放的驱动性精神状态,凝聚力量、攻坚克难的保障性精神状态。并提出以党的作风建设为抓手提升执政党的精神状态,以社会主义核心价值观培育为抓手优化社会精神状态,以意识形态工作为核心筑牢国家精神根基,以国家治理现代化为牵引夯实精神状态的制度基础的培育策略。
