中新核心价值观引领社会思潮比较研究

【摘要】：中国共产党第十八次全国代表大会的报告从公民、社会和国家三个层面,提出了反映现阶段全国人民“最大公约数”的社会主义核心价值观。在意识形态领域,建设社会主义核心价值观以引领社会思潮,是我们党和政府的一项重大任务。中国与新加坡地缘相近、文缘相通。新加坡在核心价值观对社会思潮的引领上取得了显著的成效。将中新两国核心价值观对社会思潮的引领进行系统地比较研究,有着重要的现实意义。基于这一出发点,本文着重对中新两国核心价值观引领社会思潮的背景和目标、机构和队伍、方式和效应进行系统的梳理与比较,并在此基础上,总结了新加坡核心价值观引领社会思潮的基本经验,以求为我国社会主义核心价值观引领社会思潮提供一定的借鉴。从其背景和目标来看,中新两国虽然国家性质截然不同,但两国有着共同的文化渊源,都深受儒家传统文化的影响,并且在现代化进程中也都面临着西方文化的侵蚀。中新两国在社会发展转型的关键时期分别提出本国的核心价值观,并在全社会倡导、培育,以其引领本国多元化社会思潮,将有利于两国社会共识的形成和国家凝聚力的增强。从其机构和队伍来看,如果说,核心价值观引领社会思潮是一个有组织有计划的行为,那么机构和队伍就是这个引领行为的主体,机构设置的合理性与人员队伍的综合素质直接决定了引领社会思潮的效果。新加坡的引领机构主要由人民行动党领导下的文化部、基层组织以及学校组成。中国核心价值观的引领机构主要由中国共产党领导下的各级政府宣传部门、基层组织以及学校等组成。引领队伍是核心价值观引领社会思潮的人员保障,拥有一支素质优良的引领队伍是核心价值观能够有效引领社会思潮的重要保证。教师队伍、公务员队伍、理论研究者队伍、新闻媒体队伍等在中新两国核心价值观引领社会思潮的过程中都发挥了重要作用。从其方式和效应来看,中新核心价值观引领社会思潮的共同方式是教育宣传、环境熏陶、榜样示范和制度规范等方面,在引领方式上,新加坡在榜样示范和制度规范方面比中国力度大。就其效应来看,通过核心价值观的引领,两国都不同程度地出现了对主导意识形态的认同效应、思想领域的和谐效应和素质提高的效应。通过对两国核心价值观引领社会思潮的比较,我们既要借鉴新加坡重视儒家文化的功能发挥、重视法律制度的刚性约束、重视党和政府的率先垂范等引领社会思潮的经验。更要立足中国国情,吸取传统文化精华,更新教育理念、完善法治建设,加大反腐力度,为社会主义核心价值观引领社会思潮提供坚实的“物质基础”。
[Abstract]:The report of the 18th National Congress of the Communist Party of China puts forward the socialist core values which reflect the "greatest common divisor" of the people in the country at present from the three levels of citizen, society and state. In the ideological field, it is an important task for our party and government to build socialist core values to lead the social trend of thought. China and Singapore are geographically close together. Singapore has achieved remarkable results in guiding the social trend of thought by its core values. It is of great practical significance to systematically compare the core values of China and New Zealand to guide the social trend of thought. Based on this starting point, this paper focuses on the background and objectives, institutions and teams, ways and effects of the core values of China and New Zealand leading the social trend of thought, and on this basis, This paper summarizes the basic experience of leading the social trend of thought by the core values of Singapore, in order to provide some reference for the socialist core values of our country to lead the social trend of thought. From its background and goal, although the nature of China and New Zealand is very different, the two countries share the same cultural origin, are deeply influenced by the traditional Confucian culture, and are also facing the erosion of western culture in the process of modernization. In the critical period of social development, China and New Zealand put forward their own core values, and advocated, nurtured and led the pluralistic social trend of thought in the whole society, which will be conducive to the formation of social consensus and the enhancement of national cohesion between the two countries. From the perspective of its institutions and teams, if the core values lead the social trend of thought is an organized and planned behavior, then the organization and the team is the main body of the leading behavior. The rationality of the organization and the comprehensive quality of the personnel directly determine the effect of leading the social trend of thought. Singapore's leading body consists mainly of the Ministry of Culture, grassroots organizations and schools under the leadership of the people's Action Party. The leading institutions for China's core values consist of propaganda departments, grass-roots organizations and schools at all levels under the leadership of the Communist Party of China. The leading team is the personnel guarantee of leading the social trend of thought with the core values, and having a leading team with good quality is the important guarantee that the core values can effectively lead the social trend of thought. Teachers, civil servants, theoretical researchers and news media have played an important role in the process of leading the social trend of thought in the core values of China and New Zealand. In terms of its ways and effects, the common ways in which the core values of China and New Zealand lead the social trend of thought are educational propaganda, environmental edification, exemplary role models and institutional norms, and so on. Singapore is stronger than China in example demonstration and institutional norms. As far as its effect is concerned, through the guidance of the core values, the two countries have, to varying degrees, appeared the effect of identity to the leading ideology, the harmonious effect of the ideological field and the effect of improving the quality of the two countries. Through the comparison of the core values of the two countries, we should draw lessons from Singapore's experience in guiding the social trend of thought, such as paying attention to the function of Confucian culture, the rigid restraint of the legal system, and the leading role of the Party and the government. More importantly, we should base ourselves on China's national conditions, absorb the essence of traditional culture, renew educational concepts, perfect the construction of the rule of law, intensify anti-corruption efforts, and provide a solid "material foundation" for the socialist core values to lead the social trend of thought.
