大数据时代的精准诈骗及其治理

【摘要】：大数据和互联网技术在给我们的工作、学习、生活等带来巨大变革的同时,也给我们带来了诸多的负效应,其中精准的电信诈骗就是突出的问题之一。大数据和互联网让传统诈骗变成了具有隔空、隐形、面广、精准诸特点的新型诈骗。骗子利用大数据挖掘出行骗对象的详细信息,利用电信、互联网等技术实现精准诈骗,大众生活因此深受影响。数据立法是治理电信诈骗的有效手段,可将大数据作为反骗利器。最根本的治理手段是建立诚信体系,构建诚信社会,彻底铲除诈骗土壤。
[Abstract]:Big data and Internet technology not only bring great changes to our work, study, life and so on, but also bring us many negative effects, among which accurate telecom fraud is one of the outstanding problems. Big data and the Internet have turned traditional fraud into a new type of fraud with spaceflight, invisibility, wide coverage and precision. Swindlers use big data to dig out the details of the fraud object, use telecommunications, Internet and other technologies to achieve precision fraud, so public life is greatly affected. Data legislation is an effective means to control telecom fraud, big data can be used as an anti-fraud weapon. The most fundamental means of governance is to establish a good faith system, build a good faith society, thoroughly eliminate the soil of fraud.
