未成年人网络道德素质测评研究

【摘要】:截至2011年底,未成年人互联网使用普及率超过90%,许多未成年人出生不久后便开始接触网络,已经成为网络“原住民”,而网络也成为未成年人的“第二家园”。这一发展趋势引起了社会各界对“未成年人能否正确参与网络”、“能否遵守网络道德”等问题的广泛关注,进而引发乐观和悲观两种截然不同的观点。双方以相关数据为支撑,各执己见。但事实上,要化解这一争论仅仅依靠个别数据是远远不够的,必须建立系统化的未成年人网络道德素质测评体系。通过测评发现问题、分析问题,既能全面掌握未成年人网络道德素质的现状,又可以帮助德育工作者提升未来教育的针对性,还可以对受测评未成年人产生巨大的激励作用,从而推动未成年人网络道德素质持续提升,促进网络德育教学和管理科学化,引导社会舆论正确评价网络与未成年人。 可见,未成年人网络道德素质测评研究意义重大,但可惜的是,相关理论研究却严重滞后,而本文正是以此为切入点,试图构建一个相对完整的未成年人网络道德素质测评体系。具本而言,除导论外,文章核心内容包括如下四个方面: 首先,明晰未成年人网络道德素质测评的主体角色。其一,对未成年人网络道德素质测评主体的概念进行界定。其二,在概念界定基础上,把握测评主体的三大特点,即主导性与多元性并存、现实性与虚拟性并存、公开性与隐蔽性并存。其三,明确测评主体应当承担的主要职能,即建立并维护测评的新型组织、制定并执行测评的具体流程、引导并教育受测评未成年人。 其次,构建未成年人网络道德素质测评的指标体系。其一,阐述构建指标体系应当遵循的主要依据,即要依据现实社会与网络社会的主导价值观、依据未成年人的成长阶段及其网络道德需求、依据未成年人网络道德素质的要素与结构。其二,确立指标体系设计应当遵循的程序,即要按照测评指标的结构分析、测评指标的采集与筛选、测评指标的权重分配、测评指标的标准编制四大先行后续的环节来进行。其三,明确指标体系的基本构成。具体而言,,将其划分为未成年人网络道德意识指标和未成年人网络道德行为指标两大模块。 再次,优化未成年人网络道德素质测评的方法与艺术。一方面,主要从信息论的角度,按照信息获取、分析、处理的程序优化相关方法。具体而言,测评的信息获取方法应当包括网络言行追踪法、网络调查测定法、虚拟情境测定法、传统网下测定法等,测评的信息分析与处理方法包括评分评等评语法、加权综合评价法、模糊综合评价法、改进型FRC评价法等。另一方面,在分析上述方法的基础上提出方法运用的主要艺术,即要注重测评的时机把握、测评的语言运用、测评的工具选择等艺术。 最后,完善未成年人网络道德素质测评的保障机制,使测评更加顺畅和有效。具体来讲,需要完善的机制包括:其一,测评质量控制机制。即要强化测评信度与效度控制、测评主体与测评对象的心理调控、测评行为的道德约束等方面。其二,测评结果反馈机制。即要完善测评结果的定向发布平台、建立测评结果的改进监测平台、构建测评实践的理论升华平台。其三,测评队伍建设机制。即要建设测评专家库、培育学校测评队伍、发展社会测评队伍。其四,测评制度保障机制。即要完善未成年人网络道德规范、加快测评立法进程。
[Abstract]:By the end of 2011, the Internet use rate of minors was more than 90%. Many minors began to contact the network soon after birth, and they had become "indigenous people" on the Internet, and the network also became the "second home" for minors. This trend has caused the "whether the minors can correctly participate in the network", "whether or not" There are two different views of optimism and pessimism. Both sides take the relevant data as the support of the two sides. But in fact, it is not enough to dissolve this argument only on individual data. It is necessary to establish a systematic evaluation system for the moral quality of the minors. To find out the problems and analyze the problems can not only fully grasp the current situation of the moral quality of the minors, but also help the moral educators to improve the pertinence of the future education. It can also have a great incentive effect on the assessed minors, so as to promote the continuous promotion of the moral quality of the minors and promote the teaching and management of the network moral education. Scientization and guide public opinion to correctly evaluate the network and minors.
It is obvious that the research on the moral quality of the minors is of great significance, but it is a pity that the related theoretical research is seriously lagging behind, and this is the point of this study, which is the starting point to try to build a relatively complete network moral quality evaluation system for minors. In this case, the core content of the article includes four aspects as follows:
First, clarify the main role of the assessment of the network moral quality of minors. First, define the concept of the evaluation subject of the network moral quality of the minors. Secondly, on the basis of the concept definition, grasp the three characteristics of the evaluation subject, namely, the coexistence of the dominant and pluralistic, the coexistence of reality and virtual, and the coexistence of openness and concealment. The main functions of the evaluation subject are to establish and maintain the new evaluation organization, formulate and implement the specific process of evaluation, and guide and educate the assessed minors.
Secondly, the index system of the assessment of the moral quality of the minors is constructed. First, the main basis for the construction of the index system is to be based on the dominant values of the real society and the network society, according to the growth stage of the minors and their network moral needs, according to the elements and structures of the moral qualities of the minors. Two, to establish the procedure that should be followed in the design of the index system, that is, according to the structure analysis of the evaluation index, the collection and screening of the evaluation index, the weight distribution of the evaluation index, the standard of the evaluation index, and the following links in the following four steps. Thirdly, the basic composition of the index system is clearly defined. The two modules are the moral consciousness index and the Juvenile Internet moral behavior index.
Thirdly, the methods and art of optimizing the moral quality assessment of minors are optimized. On the one hand, it is mainly from the perspective of information theory to obtain, analyze, and process the relevant methods of optimizing the program. In particular, the methods of obtaining information for the evaluation should include network line and line tracking, network survey, virtual situation determination, traditional network measurement. On the other hand, on the basis of the analysis of the above methods, the main art of using the method is to pay attention to the timing of the evaluation, the use of the language and the tools of evaluation, on the other hand, on the basis of the analysis of the above methods. Art of choice.
Finally, we should improve the security mechanism of the assessment of the moral quality of the minors to make the evaluation more smooth and effective. In particular, the perfect mechanism includes: first, the quality control mechanism of evaluation, that is to strengthen the reliability and validity control of the evaluation, the psychological regulation and control of the evaluation subject and the evaluation object, and the moral restraint of the evaluation behavior. The feedback mechanism of evaluation results is to improve the orientation release platform of evaluation results, to establish an improved monitoring platform for evaluation results and to build a theoretical sublimation platform for evaluation practice. Thirdly, the evaluation team building mechanism should be built, that is to build the evaluation expert library, cultivate the school evaluation team and develop the social evaluation team. Fourthly, the system guarantee mechanism. We should improve the network ethics of juveniles and speed up the evaluation of the legislative process.
