【摘要】：红旗渠的兴建有着深厚的历史背景和特殊的时代因素。受地理环境所限,河南省林县常年干旱缺水,人民深受水荒之苦,恶劣的生存环境促使林县人千百年来不断修渠引水。在多年的修渠实践中,林县人民积累了丰富的水利建设经验,并锻造出了良好的意志品质和协作精神,为红旗渠工程的兴建积淀了深厚的历史底蕴。20世纪50年代,新中国兴起水利建设的热潮。以杨贵为首的林县县委不失时机地抓住这一历史良机,不畏困难,敢于担当,勇于探索,经过深入的调查研究和广泛的民主讨论,作出了修建红旗渠的科学决策,迈出了"重新安排林县河山"最具决定意义的一步。
[Abstract]:The construction of the Red Flag Canal has a deep historical background and special factors of the times. Limited by the geographical environment, Linxian County, Henan Province, perennial drought and water shortage, the people suffer from the water shortage, the poor living environment prompted the people in Linxian County for thousands of years to build channels to divert water. In many years of practice, the people of Lin County have accumulated rich experience in water conservancy construction, forged good will quality and spirit of cooperation, and accumulated profound historical background for the construction of Hongqi Canal project. Water conservancy construction is on the rise in New China. The Linxian County Party Committee, headed by Yang Gui, seized the opportunity to seize this historic opportunity, braved difficulties, dared to take up the responsibility, and dared to explore. After in-depth investigation and extensive democratic discussion, it made a scientific decision to build the Red Flag Canal. Took the most decisive step of rescheduling Linxian River and Mountain.
