镇海区影视动漫产业发展政策研究

【摘要】：影视动漫是一种近年来新兴的文化艺术表现形式,影视动漫产业早已成为日本、美国、韩国等发达国家和地区一个重要的支柱产业。为了扶持中国的影视动漫产业,国家从2004年开始就颁布了相关政策,取得了一定成效,但是与发达国家、城市相比,还存在不少差距。“十一五”期间,宁波开始经济转型,推动文化大发展大繁荣。2012年3月,镇海区成立了实施文化提升发展战略领导小组,开始大力发展文化创意产业,影视动漫就是其中至关重要的一环。经过4年的发展,产业不断集聚,政策不断完善,但是也暴露出很多存在的问题。本文试图从六个部分对镇海区影视动漫产业政策展开论述。第一部分是绪论,主要阐述了影视动漫产业政策研究的选题背景、选题意义、当前国内外研究的现状、研究思路与方法以及论文的创新点与难点。第二部分是与本研究相关的理论依据,归纳总结了产业政策的内涵、目的、功能以及影视动漫产业的内涵和相关概念。第三部分是镇海区影视动漫产业发展政策在全市的定位和发展前景进行深刻分析。第四部分是对镇海区影视动漫产业发展政策的现状和问题进行介绍,包括国家、地方、本区、园区的现行政策和对产业的影响,分析发展的问题主要有缺乏原创品牌、人才短缺、产业链缺失等几方面。第五部分是分析国内其他影视动漫产业发达城市和发达国家的政策,与镇海区的进行比较,从中吸取经验。第六部分是未来政策的建议,主要根据镇海区影视动漫产业发展的问题,借鉴其他地区的经验,在深刻剖析发展现状与瓶颈的基础上,为镇海区影视动漫产业发展不断科学、合理地制定政策以及完善现有政策。
[Abstract]:Film and TV animation is a new cultural and artistic expression in recent years, the film and television animation industry has become Japan, the United States. South Korea and other developed countries and regions an important pillar industry. In order to support China's film and television animation industry, the country has promulgated the relevant policies since 2004, has achieved certain results, but with developed countries. Compared with the city, there are still many gaps. During the 11th Five-Year Plan period, Ningbo began the economic transformation and promoted the cultural development and prosperity. In March 2012, Zhenhai District established the leading Group for the implementation of Culture Promotion and Development Strategy. Began to vigorously develop cultural and creative industries, film and television animation is one of the crucial links. After 4 years of development, the industry continues to gather, the policy is constantly improved. But also exposed a lot of problems. This paper attempts to discuss the policy of film and television animation industry in Zhenhai from six parts. The first part is the introduction, mainly elaborated the background of the research of film and television animation industry policy. The significance of the topic, the current status of domestic and foreign research, research ideas and methods as well as innovative points and difficulties. The second part is related to the theoretical basis of this study, summed up the connotation and purpose of industrial policy. The third part is the orientation and development prospect of the development policy of the movie and television animation industry in Zhenhai area. Part 4th is the analysis of the movie and television animation industry in Zhenhai district. The status and problems of development policy were introduced. Including the current national, local, district, park policy and the impact on the industry, analysis of the development of the main problems are lack of original brands, talent shortage. The 5th part is to analyze the policies of other developed cities and developed countries in film and television animation industry, compare with the Zhenhai area, and draw lessons from it. 6th part is the suggestion of the future policy. Mainly according to the development of film and television animation industry in Zhenhai area, draw lessons from the experience of other regions, on the basis of deep analysis of the status quo and bottlenecks of development, for the development of movie and television animation industry in Zhenhai area of science. Make reasonable policies and improve existing policies.
