[Abstract]:In May 2014, President Xi Jinping used the term "new normal" to describe the state of China's economy during a tour. Since then, the word "new normal" has become a hot word in China, appearing in government documents, government meetings, government reports and news reports. And, in the social life is widely cited to all aspects. From the point of view of political communication, this paper takes discourse construction as the key point. It is interdisciplinary, omnidirectional and multi-level to show how the "New normal" is constructed under the Chinese national discourse. First of all, the author adopts the method of qualitative analysis and quantitative research to review the research status of "national discourse" and "new normal" in China, and to sort out and analyze the research topics and hot spots, and point out the blank of research. Secondly, it systematically combs the relationship among discourse, political communication and national discourse, which lays a theoretical foundation for the study. Thirdly, returning to the "new normal", the origin of the "new normal", the "new normal" in the western context and the "new normal" in the Chinese context, the author thinks that the connotation of the "new normal" has changed in the course of theoretical travel. The meaning of "new normal" in Chinese and western context is similar but different. In western context, "new normal" is a kind of "new normal of pessimism", but "new normal" in China is full of "optimism" and "hope". In addition, the meaning of "new normal" is full of "optimism" and "hope". The new normal in Chinese context also has political attributes. Fourth, through the in-depth analysis of the characteristics of the "New normal" construction in the Chinese national discourse system, it is found that the dissemination of the "New normal" in China takes the government communication as the axis to promote mass communication and other organizational communication. Taking "understanding the New normal" and "recognizing the New normal" and "using the New normal" as the stage communication goal, implementing the "three steps" to the spread of the "New normal", through the interpretation of the "New normal" in the Chinese context, the meaning is endowed and precipitated. Complete the construction of the new normal discourse. Fifthly, this paper analyzes the construction of new normal discourse by means of communication theory from three aspects: power-discourse, "information highlight" and "context and meaning". Finally, starting from the relationship between contemporary social media and politics, this paper briefly narrates the characteristics of political communication in the post-mass communication era as an extension.
