新媒体时代政府网络舆情应对与引导研究

【摘要】：当前,我国正处于社会转型期,各种矛盾日益突出,这就造成了突发事件频发。互联网的技术突破带领着我们步入了新媒体时代,新媒体的传播特征使得人与人、政府与公众之间的关系更加密切,同样也加强了敏感舆情的传播速度、深度和广度,这就给政府的网络舆情应对与引导提出了更大的挑战。本文以新媒体的特征和传播特点为研究的前提和基础,充分考虑到政治因素,经济因素和文化因素等,把政府网络舆情应对与引导作为研究的主题,旨在提高政府网络舆情应对与引导能力。首先对网络舆情和新媒体等核心概念进行界定,然后详细的讲解了新媒体的传播特点和对于网络舆情传播的影响,由这个线索贯穿全文,根据新媒体发展的规律,深入的分析和研究政府网络舆情应对与引导的现状和问题,剖析是什么导致了这些问题。在研究过程中辅以“微事件”,分析政府在应对由新媒体所引发的网络舆情时的成与败。积极引进并借鉴国外政府对于网络舆情应对与引导、网络治理的先进技术和理论知识,根据我国社会发展的形式,将二者完美的结合在一起,针对存在的问题,提出建设性的改进意见和制定战略方案。最后谈了点儿对于现阶段“网络直播”管理的想法。
[Abstract]:At present, our country is in the social transition period, each kind of contradiction is becoming increasingly prominent, this has caused the emergency to occur frequently. The technological breakthrough of the Internet has led us to enter the new media age, the new media dissemination characteristic causes the person and the person, The closer relationship between the government and the public has also strengthened the speed, depth and breadth of the spread of sensitive public opinion. This gives the government's network public opinion a greater challenge to deal with and guide. This paper takes the characteristics of new media and communication as the premise and foundation of the study, fully considering the political, economic and cultural factors, etc. In order to improve the ability of government network public opinion response and guidance, this paper defines the core concepts such as network public opinion and new media. Then it explains the communication characteristics of new media and its influence on the spread of network public opinion in detail. This clue runs through the full text, according to the law of the development of new media, it deeply analyzes and studies the current situation and problems of government network public opinion response and guidance. To analyze what caused these problems, to analyze the success and failure of the government in dealing with the network public opinion caused by the new media, and to introduce and draw lessons from the foreign governments to deal with and guide the network public opinion. The advanced technology and theoretical knowledge of network governance, according to the form of social development in our country, combine the two perfectly, aiming at the existing problems, This paper puts forward constructive suggestions for improvement and strategic plan. Finally, it discusses some ideas about the management of webcast at the present stage.
